National Food Policy Since independence, Bangladesh has made considerable efforts to achieve food security, in particular through impressive increases in foodgrain availability BUT • high prevalence of undernourishment (30%) • problem of access to food fundamental (50% below poverty line) • large incidence of malnutrition (inadequate utilization/diets) • acute problems for vulnerable groups, e.g., women and children comprehensive National Food Policy, integrating availability, access and nutrition, approved on 14 August 2006

  4. the NFPCSP the National Food Policy Capacity Strengthening Programme was designed to: enhance national capacity to implement a comprehensive, equitable, gender-sensitive, and pro-poor National Food Policy and Action Plan that facilitates the attainment of the national development goals on poverty and hunger MDG1, WFS)

  5. Informed policy making for FS In order to be effective, policy decision on food security needs to be based on: • reliable and complete information • timely analysis of the information • scientific knowledge from research • dialog with stakeholders in civil society

  6. NFPCSP: 2 Objectives 1. CAPACITY DEVELOPMENT: for the FPMU and other government agencies involved in the implementation of the National Food Policy 2. BETTER INFORMED POLICY MAKING: Improved research and dialogue in civil society to inform and enrich the implementation of the National Food Policy

The Research Grant Scheme • grants: US$ 30,000 – 50,000 • grants: US$ 2,000 – 10,000 • maximum of 2 proposals (at least 1 must involve collaboration with other institutions) • maximum of 4 proposals (at least 3 must involve collaboration with other institutions) • invitation for bids published • invitation for bids published Research Grants Panel (RGP) Challenge Fund (CF) Program Funded Research (PR) • longer-term research •  within 18 months • short-term research •  within 1 year “ analyze and distill the experiences and best practices conducted by GoB or CS Organizations, and options to scale up best identifiedpractices” “ more substantial and demanding research”

NFPCSP: promoting research on food security Which research will be promoted? socioeconomic analysis on: • production and availability • physical and social access • economic access • food utilization for nutrition • cross cutting issues (institutions and governance, infrastructures, environment, vulnerable groups)

  13. Purpose of the Workshop • Present the RESEARCH NEED DIGEST • Under each dimension of food security • discuss thematic areas identified • obtain inputs for ranking priority themes • Present and discuss draft guidelines for submission and selection of research proposals

The way ahead • Finalize Guidelines for submission and selection of research proposals • Finalize research topics for bidding based on Research Need Assessment • Issue calls for research proposals • Rank and select of proposals • Carry out research • Review results and promote policy dialogue
