  1. DBHDD Access andQuality Reengineering Focused Stakeholder Sessions September 2013 Facilitated by: The Carl Vinson Institute of Government

Introduction • As indicated in the announcement for this meeting, the Department is evaluating how it can improve the current service delivery infrastructure & system monitoring through an Administrative Services Organization or “ASO” process. • Currently, the Department holds contracts with three (3) vendors to provide essential services to both Behavioral Health (BH) and Developmental Disability (DD) populations. Those services are: • Georgia Crisis and Access Line (Behavioral Health Link) • External Review Organization for Behavioral Health (APS Healthcare) • Developmental Disabilities Quality Management (Delmarva)

Introduction • Current contracts with above mentioned vendors have reached the end of their respective renewal periods and a re-procurement process is underway. • Contract deliverables among these providers include supporting the service delivery infrastructure and system monitoring, direct collaboration with service providers, and the provision of services and supports to the individuals we serve. • In Fiscal Year 2014, DBHDD will rebid these services under a single, comprehensive contract as an Administrative Services Organization (ASO).

Today’s Format • DBHDD has asked us to facilitate this meeting so that UGA can: • Gather non-biased information directly from stakeholders about the issues that affect you • Assist in the consistency of information shared regarding the procurement so the process is not compromised • Review DBHDD’s stated goals for the Access and Quality Reengineering • Facilitate feedback to DBHDD Leadership based on targeted questions

Today’s Objectives • To educate stakeholders on the access and quality reengineering goals, to strengthen DBHDD/stakeholder relations. • To gather your feedback about DBHDD service access and quality to guide the Department’s reengineering of how these statewide administrative functions are offered.

DBHDD Goals for Access &Quality Reengineering • Reinforce recovery, resiliency, person-centered planning, independence, and wellness values • Facilitate timely access to high-quality behavioral health and developmental disabilities services and supports • Integrate GCAL function with the authorization process, resulting in more direct access to individualized and targeted services

DBHDD Goals for Access &Quality Reengineering • Capitalize on new advancements in technologies in the healthcare industry • Where it is beneficial, coordinate previously disparate systems between behavioral health and developmental disabilities • Improve the quality of services and supports using evidence and research based quality management strategies, state of the art data monitoring, and outcomes analysis

DBHDD Goals for Access &Quality Reengineering • Create behavioral health clinical pathways and other strategies which promote access, coordination, and intentional service delivery and outcomes to the individuals we serve • Support a community based system of care by using resources to coordinate and support services in the community and reduce institutional care whenever possible

DBHDD Goals for Access &Quality Reengineering • Employ meaningful involvement of recipients and participants, family members, and other stakeholders through a formal quality assurance and improvement process • Utilize state resources in a cost effective way which improves individuals’ outcomes and the overall quality of life of those we serve

DBHDD Goals for Access &Quality Reengineering • The provision of easy access to high quality care to those living with behavioral health(BH) needs and developmental disabilities (DD) is fundamental to DBHDD’s mission. • The Department’s contracted providers are essential to carrying out this mission by delivering an array of quality services. • The ASO will provide tools to support the network and Department in achieving these goals.

  11. Timeline • The re-procurement process is projected to span the course of FY’14. • Regional stakeholder meetings & web-based stakeholder feedback - September 2013. • RFP for the single, comprehensive contract released- Late Fall 2013 • Implementation – Summer 2014

  12. Stakeholder Questions Question 1 (25 minutes)- ACCESS What are some barriers to timely access of high-quality Behavioral Health/Developmental Disabilities services and supports? What are solutions to increase access? Question 2 (25 minutes) - COORDINATION Consider examples in which Behavioral Health/Developmental Disabilities care is not well coordinated. What strategies would you recommend to enhance coordination at an individual, provider and/or regional level?

  13. Stakeholder Questions Question 3 (25 minutes) - QUALITY As the state strives to improve the quality of care, please describe indicators that would assure high quality services are delivered. Do you have suggestions regarding the use of evidence-based practices, outcomes tracking and measurement activities that would enhance quality? Question 4 (25 minutes) – INVOLVEMENT In what meaningful ways should the Department involve recipients and participants, family members, providers and other stakeholders in formal quality assurance and improvement processes?
