MAYORS IN FRANCE - HISTORICAL BACKGROUND • Mayor – since 12th century • 1789 : • Administrative Organisation: Department, District, Municipality (40000) • Mayor - Chief of Municipality • 1831 : Election of the Mayor • 1837 : Delegation of decision-making power • 1848 : Election of the counsellors by universal suffrage – Election of the Mayor by the Counsellors • 1884 : Final step to the recognition of local autonomy • Evolution to a kind of intervention in more and more aspects of citizens life • But many legal restrictions and controls remain AMF - Workshop, New Delhi June 9-13, 2003
