ARRA – Funding Opportunities for Municipalities • Alternative Fueled Vehicles Pilot Grant Program • Due to DOER May 18; www.mass.gov/doer • Clean Renewable Energy Bonds (CREBs) • Interest-free bonds for clean energy production facilities; awards made from smallest to largest • Applications due August 4th to IRS • Energy Conservation Bonds - $67M for MA • Interest-free bonds for capital expenditures for a wide range of activities that reduce greenhouse gas emissions allocated to states by population and to large local governments • Energy Efficiency Block Grants - $400M • competitive nationwide; awaiting guidance • Energy Efficiency Block Grants - Formula

5. CLEAN CITIES VEHICLE PROGRAM • DOER will provide funding for up to 100% of alternative fuel / hybrid vehicles’ incremental cost up to established limits. To be considered for funding applicants must supply a list of vehicles to be purchased accompanied by a letter committing to purchase if a grant is awarded. • Application packages are available through the Massachusetts Department of Energy Resources’ Website at www.mass.gov/doer. The Application deadline is May 18, 2009.

Energy Efficiency and Conservation Block Grant (EECBG) • Direct Grants to Cities and Towns with a population > 35,000 – Application Deadline: June 25, 2009 • DOER / Green Communities developed and administered grants for Cities and Towns with a population < 35,000 – Application Deadline for DOER: May 26, 2009

8. EECBG – Communities > 35,000 The 42 Massachusetts communities with more than 35,000 residents are eligible for direct funding from the US DOE. Cities and Towns apply directly and receive their funds straight from the US DOE. Applications are due by June 25, 2009 at 8pm Eastern Time. The amount of funding available to applicable cities and towns has been predetermined based on a formula contained in the ARRA Opportunity Notice

10. EECBG < 35,000 • DOER will apply for and receive the funds from US DOE to distribute to communities with fewer than 35,000 residents. The amount of funding for these sub-grants, and for DOER programming and assistance, is $14,752,100, of which 60% must be provided in sub-grants. • DOER is in the midst of developing a process to provide direct energy assistance to all communities while also providing an application process for the sub-grants. The DOER plan for this process must be submitted to US DOE by May 25th. DOER will notify municipalities when there is more information available.

11. ARRA Compliance and Transparecny • Section 1512 of ARRA outlines many of the reporting requirements. • Massachusetts has been selected as one of 16 states that the federal government, specifically the Government Accountability Office (GAO) and the Office of Management and Budget (OMB) that will be scrutinizing use of stimulus funds. • This means not just looking at what entities receive funds, either through formula or a grant process, but how each decision was made from start to finish. • We encourage you to look at your internal controls and update them to ensure that all decisions related to stimulus funds can be documented.
