  2. What is WIA? WORKFORCE INVESTMENT ACT OF 1998 • Empowering the Nation’s Jobseekers • The Workforce Investment Act of 1998 provides the framework for a unique national workforce preparation and employment system designed to meet both the needs of the nation’s businesses and the needs of job seekers and those who want to further their careers. Title I of the legislation is based on the following elements: • Training and employment programs must be designed and managed at the local level where the needs of businesses and individuals are best understood. • Customers must be able to conveniently access the employment, education, training, and information services they need at a single location in their neighborhoods. • Customers should have choices in deciding the training program that best fits their needs and the organizations that will provide that service. They should have control over their own career development. • Customers have a right to information about how well training providers succeed in preparing people for jobs. Training providers will provide information on their success rates. • Businesses will provide information, leadership, and play an active role in ensuring that the system prepares people for current and future jobs. • The Act builds on the most successful elements of previous Federal legislation. Just as important, its key components are based on local and State input and extensive research and evaluation studies of successful training and employment innovations over the past decade. • http://www.doleta.gov/usworkforce/wia/act.cfm

  3. No Worker Left Behind What is it? No Worker Left Behind (NWLB) is Governor Granholm's vision to • Accelerate worker transitions through learning. • Support the state’s employers and economic development needs. • Align the use of existing training resources with those who could best utilize them. A one time offer for those who meet eligibility requirements, to obtain 1 year worth of tuition, worth UP to $5,000 at most Michigan community college, university, or other approved training program at no cost to participant. NWLB program was birthed as a two year program, but the sunset of the program is July 31, 2010 - so funding for training will be 1 year at this point. Note: All training must lead to an advanced certification or diploma. This is NOT an entitlement program. You MUST be eligible for WIA and suitable for training. Some restrictions may apply.

  4. No Worker Left Behind Goal • To afford people the opportunity to either acquire the skills or heighten their current skills that are necessary to become employed in an occupation that is considered to be high demand and at a higher pay rate.

  5. No Worker Left Behind Eligibility Requirements • Any person who is receiving UIA (Unemployment) benefits or exhausted and have not returned to work full-time. • Any person who has received a notice of termination or layoff from employment. • Any employed person over the age of 18 whose total Family/Household income is $40,000 or less during the preceding 12 months. • Must be at least 18 years old, not have graduated from high school in the last two years. (Individuals who have graduated from high school in the last two years may qualify for Michigan Promise. You may get more information on the Michigan Promise at www.michigan.gov/mistudentaid.)

No Worker Left Behind • Tuition • Supplements any grants/scholarships you receive that do not fully cover educational costs. • Can include: instructional costs, books, materials, fees (such as application costs, registration, and laboratory fees), and academic supportive services such as counseling and career advising. • Assistance is capped at $5,000. • Pell Grants awards are applied first with NWLB funding applied second. • Proof of additional funding is require in advance if training cost exceeds amount available through Pell Grant & NWLB. • The sunset of the program is July 31, 2010.

WORKKEYS 3 – 45 minute assessments • Reading for Information • Applied Mathematics • Locating Information Testing Day • Must bring identification in order to be admitted to testing. • If you miss testing, this can cause your name to be moved to the bottom of the waiting list. • If you cannot attend testing on date and time, notify your Employment Specialist ASAP!

WORKKEYS Scoring • Most jobs will require obtaining a score of 4 or higher. • Level attainment can be included on your resume. • KeyTrain is offered to those who want to practice for the assessment and can be done on any computer connected to the internet (ask your case manager to be registered). • If an occupation requires a score higher than your attained score, you will have the option to be enrolled in KeyTrain to improve your scores. • If you require special academic accommodations, please notify us and provide supporting documentation. Your request will be reviewed and you will be notified.

Your Next Steps to Qualify for NWLB • Put resume on Michigan Talent Bank. • Attend NWLB Information session (today). • Take O*net Interest Profile (CAMW lobby computers). • Provide Required Documentation (see provided list of eligibility documentation). • Attend Workshops (sign in and indicate agency you are working with). • Meet one-on-one with an Employment Specialist. • Take WorkKeys Assessments (you will be scheduled).

Please be proactive.

  16. Potential Disqualifying Factors for training • Incomplete/missing documentation. • Already have a degree in a high demand field. • Inability to reach minimal scores on WorkKeys tests. • Academic holds with training institution. • If you have attended school fulltime for the last 2 years consecutively (10 credits or more each semester). • Criminal background as it conflicts with certain career fields. • Lack of professionalism. • Lack of passion. • Lack of follow-through. • Desired field of study is not listed as high demand. • Not every NWLB candidate will qualify for training. For those who don’t qualify, employment services are available.
