  2. Quality - What is it all about? • Quality is not a thing but a relation • Quality is the relationship between intention and outcome High quality of the inventory is in practice conformance to requirements Greenhouse Gas Inventory Unit / LR

  3. Quality strategy for the Finnish GHG inventory system Requirements • quality requirements for the GHG inventory are integrated directly to the National system & annual inventory process • no separate QM system • all parties of the national system are responsible for the quality of their own inventory calculations • documentationprovides confidence in the conformity of the system to the requirements Documentation Implementation Documentation National system Annual inventory process Greenhouse Gas Inventory Unit / LR

  5. 1. Inventory 4. Inventory Planning Improvement • setting quality objectives • assessing the effectiveness of • specifying necessary processes and resources the inventory system • elaboration of QA/QC plan • conclusions for future actions • selecting methods and emission factors Plan Act Continual Improvement 3. Inventory 2. Inventory Check Do Evaluation Preparation • implementing QA activities: • collecting activity data internal audits, expert peer reviews • estimating GHG emissions and removals • reviews of international review teams • implementing uncertainty assessment • recalculations • implementing QC checks • reporting • documenting and archiving inventory material Annual inventory process Greenhouse Gas Inventory Unit / LR

  6. Requirements = Inventory principlesContinual improvementTransparency  Consistency  Comparability  Completeness  Accuracy Timeliness • Actions aimed at attainment of • the quality objectives, such as: • Routine checks of the integrity, correctness and completeness of data • Identification of errors and deficiencies • Documentation and archiving of • inventory data and quality control actions. Inspections, reviews, and audits to ascertain thestandard reached in meeting the quality objectives. Planning and implementation of quality assurance (QA) Results from QC and QA, and analyses of observations are utilised to draw conclusions based on facts about actions that are required to improve inventory quality (= i.e. conformance to requirements). Improvement of quality Planning and implementation of quality control (QC) Setting of quality objectives Setting of the standard that is aimed for in the inventory preparation and reporting with regard tothe inventory principles.
