  2. Background • Purpose to promote the development of Supportive Housing/and or Supportive Services to homeless veterans. • Partnerships with Non-profits or local government organizations. • Supported housing (up to 24 months) or Service Centers.

  3. Background • Goal of funded projects • Achieve residential stability • Increase skill level and/or income • Achieve greater self determination

  4. Background • Grant opportunities are offered annually (as funding permits). • FY 05- 290 Operational Programs with almost 8,000 beds; • Over 16,000 admissions (NEPEC, 2006).

  5. Legislative Intent • Encourage New and Innovative Programs • Encourage Collaboration • Respect Community Providers’ Expertise • Encourage Non-Duplication of Resources • Encourage Rural and Urban Initiatives

  6. Funding Opportunities -Grants • Creating new facilities or new components of existing ones… • Up to 65% of costs… • Acquisition • Construction • Renovation

  7. Funding Opportunities- Per Diem • Per Diem may be funded for operational costs; • Supportive Housing • Service Centers • Supportive housing rent may be charged.

  8. Application Process • Contact local Homeless Coordinator • Announce NOFA • Send Applications • Threshold Review • Panel Review • Second Submission • Announce Award

  9. Special Initiatives • Special Needs Grants • Authorized by P.L. 107-95; • to provide funding to assist both non-profit organizations and VA medical Centers address the needs of special populations of homeless veterans: (3 year funding)

  10. Special Needs Grants • Chronically mentally Ill • 16 programs: $10,705,026 with 305 beds • Women, including Women with children • 8 programs: $2,739,838 with 112 beds • Frail Elderly • 3 programs: $1,523,004 with 51 beds • Terminally Ill • 2 programs: $709,523 with 17 beds
