  2. Historical Perspective • 2000 to 2003 • Starting here because this is where I became involved • BCC and other Elected Officials • Commitment to Safety • PERSO Consulting • Written Programs • Meeting with Departments and Agencies

  3. Historical Perspective • 2004 – 2006 • Written Programs were developed, but we were not getting information widely distributed. • Two plus years of train-the-trainer sessions with Marsh.

  4. Historical Perspective 2007 & 2008 2009 • Contract with Marsh ended • Establishment of Safety position in Risk Management • Continuation of providing train-the-trainer type sessions. • Develop an initial assessment protocol. • Introduced in May of 08 and finalized in the fall of 08. • Continuation of providing train-the-trainer type sessions. • Assessments scheduled with departments and agencies – these turned into discussions. • No scores given – but had discussions of what to expect moving forward • Focused on first 17 Chapters of the Safety Manual

  5. What I learned from 09 Meetings • Some departments and agencies are well ahead of the curve • Other departments and agencies are well behind the curve

  6. What we want? • Montgomery County is a known leader in the way we manage our Workers Compensation claims. • We are striving to reach that same level with respect to hazard avoidance and injury prevention. • Proactive versus Reactive • Change in behaviors and attitudes

Topics we are focusing on Initially • Introduction and Purpose • County Safety Policy • Safety Goals • Responsibilities • General Safety Rules • Progressive Discipline • Accident Investigation • Hazard Recognition and Control • Inspections • Training • Safety Committees • Safety Communication • Safety Promotion • Recordkeeping • Work Place Violence • Driver and Vehicle Safety • Ergonomics

  8. Safety Manual We provide minimum expectations We provide templates and usable tools Program can be customized or tailored to each department’s or agency’s needs OSHA/PERRP requirements are minimum standards – we want to strive to exceed their requirements

  9. Scheduling 2010 Assessments Expectations: Devote a full day Discussions held with employees Lots of time reviewing documentation Schedule a maximum of 3 per week Calendar available after meeting - Print Name, Department and Phone Number Scores will be issued as a baseline, but not shared

  10. Subsequent Years • Scores will be issued and shared • More chapters will be included in the assessments • Looking for improvements as we move forward • Possibly tied into the allocation model for Risk Management services
