LEG-REDD+ Objective:To assist countries in strengthening their legal capacity for REDD+ implementation > The Development Law Service of FAO has the experience to assist REDD+ countries in developing robust and coherent legal frameworks and in drafting REDD+ provisions for incorporation in relevant national laws. LEG-REDD+ Proposed activities for 2013/2014 Activities for 2012 • Upon governments’ requests, formulate recommendations for legal reforms to implement REDD+ in response to national priorities, including options to reform sectoral laws. • Produce a document on lessons learned on the legal and regulatory aspects of REDD+ implementation at country level • Organize an expert consultation meeting to validate the document (September in Rome FAO Hqs) • Develop a comparative review of climate change laws

  4. 1) Highlights from the legal analysis of cross-cutting issues for REDD+ implementation: Lessons learned from Mexico, Viet Nam and Zambia The study presents key lessons learned from Mexico, Vietnam and Zambia in order to provide a better understanding of legal aspects of REDD+ implementation through a review of legal priorities identified by national stakeholders in the three countries, with a view to enhance the support provided by the UN-REDD Programme in relation to legal preparedness for REDD+ implementation.

  16. 2) Highlights from the comparative analysis of climate change laws integrating REDD+ and forestland provisions Considering REDD+ and forest related rights from a different angle, this study is focused on the analysis of the trends related to the adoption of climate change laws, highlighting the linkages with REDD+, forest and land issues in Asia-Pacific, Latin-American and Africa including: Australia, India, the People’s Republic of China , Republic of Korea, The Philippines, Argentina, Brazil, Colombia, Mexico, Peru, Venezuela, Kenya, Cameroon, Nigeria, Zimbabwe.

  17. 3) Methodology to enact legal reforms for REDD+ implementation • Collaborative: suggestions for law reform provided alongside advice from technical experts • Participatory: genuine involvement of all stakeholders concerned to accommodate multiple interests at stake • Independent: disinterested advice drawing on international experience and based on objective analysis • Tailor-made: laws drafted to meet particular needs and concerns of individual countries or specific regions
