DEFENSE LANGUAGE AND NATIONAL SECURITY EDUCATION OFFICE • On February 6, 2012, DLNSEO was created to achieve synergy of mission from the National Security Education Program and the Defense Language Office – DLNSEO is both policy and programs. • The merged office provides an integrated national and DoD approach to language, regional expertise, and culture for the DoD as well as other federal stakeholders and academia. • Functions include: policy for DoD LREC programs such as DLP which includes DLIFLC and DLIELC, FLPB, and 3C; management of innovative language, culture, and regional programs and policies that span K-12, college; oversight of investments in language training for both immediate and future capacity needs. DLNSEO and the DoD Foreign Area Officer Program • Oversight of the DoD’s Foreign Area Officer Program resides in DLNSEO: • FAO Policy: DODD 1315.17 and DODI 1315.20 are coordinated and updated by DLNSEO. • DLNSEO writes DoD’s Annual FAO Report and Chairs the Joint FAO Proponent Council. • Fully funds and oversees the following programs through Service Executive Agents: • FAO Language Sustainment: Immersion ,tutoring, local education, and Internet. • FAO Orientation Course (Phase I) – one week course conducted at DLIFLC. • Introduces FAOs to Interagency, Joint FAO Positions and Missions, FAO Career, and Security and Intelligence Issues. (Portion at Secret level). • FAO Sustainment Course (Phase II) – two weeks conducted at NPS and in NCR or region. • A mid career course designed for the 0-5 to gain insights to key issues in their region. • FAOWeb – hosted at NPS Server. Offers FAOs a huge library of resources: • Full suite of dozens of language sustainment programs to level 4 on ILR. • On-line courses, seminars, and videos on security issues germane to FAO Missions. • Access upon request available for all DoD employees involved in IR – language professions. Future Policies for the DoD Foreign Area Officer Program • Services provide FAOs with an orientation course. • Can be achieved on line or in-residence. • FAOs test annually on DLPT and OPI. • Exceptions for operational and non-test center deployments IAW with Service policy. • 90 Days to test after return. • FAOs conduct 80 hours language training minimum every two years. • Command supported – i.e. time • DLNSEO and Services work to provide multiple options • Allows for deployment of one year and still meet standard • ICT one year, waiverable to six months. • Keep current waiver on significant regional experience in lieu of regional MA. • Options for training FAOs for language at select universities concurrent with MA – Language Training Center option? .
