  3. What is the Association of Issuing Bodies? Mission: “The Association of Issuing Bodies is the leading enabler of International energy certificate schemes” Membership of AIB is voluntary Supported systems are: • voluntary (RECS) • mandatory (GoO, Directive 2001/77/EC)

AIB History • Early 1990’s: swap deals • Mid 1990’s: renewable benefit commoditised • Dutch “Groenlabelsystem” (national only) • 1999: formation of RECS • 2001-2: RECS “test phase” • First set of rules; registries interlinked • 2002: AIB founded • 2003-5: EECS • Several types of energy certificate • Multi-purpose certificates • New, clearer rules • 2005-7: CHP certificates, disclosure, biodiesel, biogas, support…

  7. Strategy • Customers and Stakeholders • AIB shall be the preferred European organisation for the international standardisation of certificate administration • AIB shall be an independent coordinator for companies responsible for certificate systems

Strategy • Products and Services • AIB shall promote and support safe and secure transfer of certificates between member organisations • AIB shall collect and disseminate reliable information relating to the certificate activity of its members • AIB shall seek to meet the requirements of members and stakeholders for products and services • AIB shall continually seek to raise the quality and scope of its products and services • AIB shall respect the privacy and confidentiality of data

Becoming a member • Appoint independent Issuing Body • Draft Domain Protocol (DP), setting out: • How to overcome any conflicts between national law and the PRO • How to audit generation plant • How to calculate net energy generated • How to verify monthly energy declarations • Complex procedures (e.g. biomass, pumped hydro) • Timing • Appoint agents • Accreditation, audit, meter data collection, registry administration • Gain approval of DP from AIB • Install and commission registry system • Successfully complete integration tests with other systems • Start issuing and transferring certificates • Membership fee: • €5,000 (€20,000 > 1 million certificates issued) per year • + 1 eurocent per certificate issued • Maximum €40,000 / year
