  1. Application CPA-03-09 (Large Scale Map and Text Amendment): A request initiated by Alachua County to amend Conservation and Open Space Element as follows: adopt “Alachua County Floridan Aquifer High Recharge Area” map and amend Policy 4.5.3 to indicate its use and applicability; amend related Policies 4.5.4; 4.5.5.5; 4.5.19 and 5.7.8 referring to the map and zones shown on the map; amend the definition of High Aquifer Recharge Areas to refer to the new map and zones.

  2. Application CPA-03-09 (Large Scale Map and Text Amendment) • The Degree of Confinement map currently adopted in the Comprehensive Plan- 2020 depicts aquifer vulnerability based on topography and thickness of the confining unit above the Floridan aquifer.

  3. Application CPA-03-09 (Large Scale Map and Text Amendment) The new Alachua County Floridan Aquifer High Recharge Area map uses four data layers to determine vulnerability of the Floridan aquifer as a proxy for recharge. • overburden thickness (above the Floridan aquifer); • karst features (sinkholes, swallets…); • soil permeability; • water level difference (between the surficial and Floridan aquifer; and

  4. Application CPA-03-09 (Large Scale Map and Text Amendment): A technical working group consisted of: Regional Planning Council, Suwannee River and St Johns River Water Management Districts, Gainesville Regional Utilities, County and State Departments of Health

Application CPA-03-09 (Large Scale Map and Text Amendment) • Public outreach to groups included: • Builders Association of North Central Florida, • Chamber of Commerce, • Rural Concerns Advisory Committee, • Sierra Club and Santa Fe Springs Working Group, and Environmental Protection Advisory Committee. • Staff of municipalities • Meetings were held with the public at Alachua City Hall and Micanopy Town Hall.

Application CPA-03-09 (Large Scale Map and Text Amendment) • In addition, the Stream to Sink Basins overlay is consistent with goal to indentify high recharge areas or aquifer protection per NCFRPC Strategic Regional Policy Plan; Policy 4.6.12.Ensure that local government comprehensiveplans, DRIs, and requests for federal and state funds for development activities reviewed by the Council includeadequate provisions for stormwater management, including retrofit programs for known surface water runoff problem areas, and aquifer recharge protection in order to protect the quality and quantity of water contained in the Floridan Aquifer and surface water systems identified as natural resources of regional significance.   7. Application CPA-03-09 (Large Scale Map and Text Amendment) COSE Policy 4.5.3The County adopts the Alachua County Floridan Aquifer High Recharge Area map. This map is for information and outreach purposes and provides a generalized indication/ depiction of relative aquifer recharge/ vulnerability and high aquifer recharge areas as general background to be used in combination with site-specific hydrogeologic assessment for development review in the unincorporated portion of the County.

Application CPA-03-09 (Large Scale Map and Text Amendment) Definitions: High Aquifer Recharge Areas: Areas where stream-to-sink surface water basins occur, and areas where the Floridan aquifer system is designated as unconfinedhigh vulnerability or semi confinedvulnerableoin theFlorida Geological Survey Open File Report 21, "Geologic Interpretation of the Aquifer Pollution Potential in Alachua County, Florida,"Alachua County Floridan Aquifer High Recharge Area map.

  9. Application CPA-03-09 (Large Scale Map and Text Amendment) Staff recommendation: Staff recommends transmittal of CPA 03-09 which includes the definition of High Aquifer Recharge Areas and text changes to Policies 4.5.3; 4.5.4; 4.5.5.5; 4.5.19 and 5.7.8 as affected by the change in definition, and the Alachua County Floridan Aquifer High Recharge Area map as shown in the staff report to the State Land Planning for review with the appropriate data and analysis in the staff report.
