  7. The Integrity Management Cycle

  8. Case: Pacific Gas and Electric Company Pipeline Rupture and Fire • In 2010 in San Bruno, California a Pacific Gas & Electric national gas pipeline ruptured killing eight people. This is a very high profile pipeline failure in the U.S.  Everyone in the pipeline industry knows about it and doesn’t want to be the next PG&E.  The U.S. National Transportation Safety Board Accident Report stated: • “PG&E's pipeline integrity management program, which should have ensured the safety of the system, was deficient and ineffective because it – • Was based on incomplete and inaccurate pipeline information. • Did not consider the design and materials contribution to the risk of a pipeline failure. • Failed to consider the presence of previously identified welded seam cracks as part of its risk assessment. • Resulted in the selection of an examination method that could not detect welded seam defects. • Led to internal assessments of the program that were superficial and resulted in no improvements. “

  12. Design data: SilverPipe holds linearly referenced model SilverPipe model: Linearly referenced line and section GIS model The pipelines as they are

  13. Both Lines and Sections have Linear Reference 0 40 110 190 200 Pipeline System • Consists of lines: A, B, C, D, and E in region B Line • Linear reference: Begin: 0 km End: 200 km Section 1 Linear reference: Begin: 0 km End: 40 km • Section 2 • Linear reference: • Begin: -5 km • End: 65 km • Section 3 • Linear reference: • Begin: 0 km • End: 80 km • Section 4 • Linear reference: • Begin: 0 km • End: 10 km

  14. SilverPipe has a comprehensive Risk Module Threat group Assessment scope Route assessment Dynamic segmentation PoF development Risk aggregation Assessment’s Validity Risk Matrix CoF model Hotspot risk Risk Browser PoF model Threat Component risk Risk Screening Route summary Risk Tools It is all about robust risk based decisions

  15. SilverPipe Risk Module Robust risk based decisions Engineers’ judgement is paramount, all assessments require reasoning. We don’t believe in “the risk button” The structured risk process ensures accountability and traceability throughout Scope Risk Assessment per threat Route CoF, PoF per threat Hotspots & components risk Route Summary Screening encodes known risk factors in re-usable, extendable models.Dramatically improves process effectiveness One matrix ensures balanced judgement of risk Aligns the qualitative and quantitative assessments on a common frame of reference

  16. Why semi-quantitative risk model is chosen Coverage information & risk models full Risk OK scant qualitative semi-quantitative quantitative

  17. Data management at every step, evaluation to jump to next Need for qualitative judgement increases for each step Risk Result Each step require data transformation and appropriate models. Insecurities are implied, i.e. spatial generalisations or applicability of model assumptions. Therefore, both the significance and need for careful qualitative judgement increase. Analysis Result Survey Result SilverPipe offers data management at every step Inputfeature sets for all information types through .csv files, and upload document. Output on web page, data viewer and document archive. System data
