Background 1995 White Paper on Rehabilitation - Equal Opportunities and Full Participation Policy Objectives:To promote & provide such comprehensive and effective measures as are necessary for the prevention of disability, the development of the physical, mental and social capabilities of people with a disability, and the realization of a physical and social environment conducive to meeting the goals of their full participation in social life and development, and of equalization of opportunities.

    3. Services for Adults with Mental Handicap Estimated Population with Disability in 2002 : 436,603 Estimated Population with MH in 2002 : 140,804 Mild grade : 119,684 Moderate grade : 14,080 Severe grade : 4,928 Profound grade : 2,112

    4. Types of Services Provided Residential Services : MMH, SMH, Supported Hostel Community Support Services : DAC, Sheltered Workshop, Supported Employment, Social & Recreational Center, Home-based Training, Central Para-medical Services (e.g OT, PT Service, CP Service)

    5. The Old Trend To fill up the huge shortfall in Residential Services (big complex is thus established) Vocational Training for mild and moderate grade MH (VTC, SW, Supported Employment) is promoted so as to enhance work opportunity for people with MH Home-based Training as interim service

    6. Comment: Services are fragmented, professional and agency oriented rather than center around the service users

    7. The Current Trend 1. New emphasis of SWD 1.1 Community Support Service is now more emphasized New additional resource in the year 01/02, 02/03 Home-based training will be expanded from 5 to 18 teams, and service model will be modified to become district-based network

    8. New resource to S&R, and Gateway Movement Innovative Community Support Project: more emphasize on respite service, e.g. Home respite More concern about integration of different services

    9. 1.2 Supported Employment Service is expanded over 500 new placements are added in the year 01/02 New strategies for enhancing job opportunities for people with MH: Seed Money for Social Firm, On-the-Job Training Program

    10. 1.3 More request on innovativeness, added-value as well as quality control Project bidding for all new projects which mostly lasts for 3-years period 1.4 More emphasis on Customer participation, especially the parents

New Emphasis of Service Provider 2.1 Service Delivery Model Quality of Life of individual member Person-centered approach Integration of service so as to reduce service gap, for example, Life Forward Experimental Project by SJS 2.2 Service Quality Improvement 2.3 Project bidding to expand market share

    12. 2.4 More emphasis on customer right 2.5 More emphasis on staff development and training

    13. 1. Comprehensive and Integrated Services with the ultimate goal of enhancing quality of life of individual with mental handicap 2. Services will be centered around the person Future Development (a dream to be come true)

    14. 3. Quality of services is being guaranteed 4. More collaboration among different professionals and different disciplines to strengthen support to service users
