3. رهنمود 4.5 مهمات و مواد منفجره Decree 4.5 ammunition and explosive

5. پیشگفتار عمومیات: این رهنمود هدایات مشرح و مسئولیت ارگانها و یا فعالیت های اداره و بررسی مهمات را احتوا و تشریح مینماید. لایحه وظایف مشخص برای رسیدن به روند موثر اداره مهمات از طریق هماهنگ سازی و استفاده از سیستم اداره برای ایجاد و حمایه اردو که قادر به دفاع از افغانستان باشد، معین شده است. قابلیت اجراء: این رهنمود بالای تمام ارگانهای نظامی، ملکی، قطعات و ارگانهای وزارت دفاع ملی قابل تطبیق میباشد. Introduction General:This decree gives detailed guidance and responsibilities for the Afghanistan agencies or activities that are involved in the management and handling of munitions. Specific roles and responsibilities are allocated to attain efficiency and effectiveness in ammunition operations through coordination and application of management systems to create and sustain a military capable of defending Afghanistan. Applicability: this decree is applicable for all military, civilian units of MOD.

6. قابلیت اجراء: این رهنمود بالای تمام ارگانهای نظامی، ملکی، قطعات و ارگانهای وزارت دفاع ملی قابل تطبیق میباشد. Applicability: This decree applies to all military and civilian, units, activities and organizations of the Ministry of Defense (MoD). مرجع با صلاحیت: مقام با صلاحیت برای این رهنمود معاونیت تامینات مادی درامور تکنالوژی، لوژستیکی و خریداری میباشد. معاونیت تامینات مادی درامور تکنالوژی، لوژستیکی و خریداری با همکاری قوماندانی لوژستیک وریاست لوژستیک ستردرستیز و افسران بلند رتبه دیپوی صنف پنجم صلاحت تعدیلات و تغیرات در این رهنمود را دارند. استثنااًت باید با کنترول قوانین و رهنمود ها سازگار باشد. . پروسه ها و روند کاری هر قطعه باید مطابق به رهنمود های 4.5،4.0،و 4.2 ایجاد گردد.

7. Supplementation: Supplementary instructions to this decree and establishment of forms other than those explicitly approved by AMoD-ATL are prohibited. Interim changes to this decree are not official unless they are approved by the Assistant Minister of National Defense, Acquisition, Technology and Logistics. All unit SOPs must be written in accordance with the approved Decrees 4.5, 4.0, and 4.2.

8. اصطلاحات صنف مهماتTerms of ammunition class • ●برخه جبهه خانه: مقدار مهمات مجوز مورد نیاز که در یک قطعه یا جزوتام غرض فراهم آوری نیازمندی های محاربوی آن تا زمانیکه اکمال مجدد آن بتواند صورت گیرد و موجود باشد. معمولاً ذریعه ستردرستیز درکیمیت مرمی برای مهمات که توسط اسلحه فیر ودر واحد های قیاسی برای تخصص مهمات در دیپوی مهمات قول اردو منظور شده است. یک ساحه معینه بمنظور دریافت، ذخیره، و توزیع مهمات که بطور معمول توسط دیپوی مهمات قول اردو برای قطعات وجزوتام نگهداری میگردد است. Fraction of load: quantity of authorized ammunition which required for a unit combat requirement to get and have present. Usual by GS staff the quantity of ammo for the ammunition which can fire by weapon for the ammunition in deductive units for specialty ammunition is accepted for corps depot. A specific area for download, storage and issue of ammunition which is usually secure by corps ammunition depot for units.

9. دیپوی انتقالات مهمات: یک ساحه معینه موقتی که مهمات از ترانسپورتیشن قوماندانی لوژستیک برای وسایط قطعات وجزوتام های حمایه شونده انتقال گردد، در ساحات لوا مستقر و ذریعه تولی اکمال کندک لوژستیک لوا انجام میپذیرد، است. Transportation depot of ammunition: a temporary area in which ammunition from transportation of log command supply for the vehicles of supported organization and units located in brigade and supply by supply company of logistic battalion of brigade. • سازگاری: مهمات و مواد منفجره درصورتیکه ذخیره یا باهم بدون افزایش احتمال یک حادثه حمل گردد، سازگاری گفته میشود. Compatibility:Ammunition and explosive in case storage or together without increasing possibility of incident be carried is called compatibility.

10. عینیات خطرناک: جز یا جنس مهمات که غرض تولید انرژی مورد نیاز برای اشتعال، پیشرانی، انفجار، اتش یا دود، زیرا جنس را وادر به عملکرد مینماید، عینیات خطرناک گویند. همچنانف یک جنس ( مخرب، ترکیبات کیمیاوی وغیره) که خطرناک بوده و منجر به صدمه شدید شده، بنابراین حمل ونقل منظم را غرض جلوگیری وقوع حادثه در ارتباط با موجودیت و استفاده آن رعایت گردد. Dangerous materials: part or item of ammunition which produces required energy for ignition, trust, explosion, fire, or smoke to make item for performance is called dangerous materials. An item (destructive, compounds of chemicals …) which is dangerous and be explode by hard injury so there for the proper transportation is for prevention from incident in relation with existence and use observance .

11. میزان اکمالات کنترول شده: میزان مصرف مهمات که بتواند حمایه شود، بادرنظر داشت موجودیت آن و ترانسپورتیشن، بشکل مرمی برای هر قطعه یا جزوتام، فرد، اسلحه، یا درهرروز برای یک واسطه صورت گیرد میزان اکمالات کنترول شده گویند. ستر درستیز میزان اکمالات کنترول شده را برای مهمات، برگشت، قوماندان هر قطعه یا جزوتام مادون میزان اکمالات کنترول شده را برای قطعه یا جزوتام تعین میدارد. یک قطعه یا جزوتام ممکن مهمات بیشتر از مجوز میزان اکمالات کنترول شده خویشرا بدون صلاحیت از قرارگاه مافوق حاصل نخواهد نمود. Balance of controlled supply: balance of consume ammunition which can be support. As given existence and transportation as bullet for every unit, individual, weapon, or every day be for a vehicle called balance of controlled supply. Chief of staff balance of controlled supply for ammunition return commander of every unit or below balance controlled supply determined to a unit. Maybe a unit doesn’t get more than the authorize balance of controlled supply without authority of above head quarter.

12. حفظ و مراقبت عادی : فعالیتهای حفظ ومراقبت بالای مهمات بمنظور جلوگیری وخیم و تصحیح نواقص جزئی که نیاز به نوسازی یا عملکردهای تعدیلاتی عمده نداشته باشد، انجام میپذیرد. Normal maintenance: maintenance activityon ammunition for the hard prevention and correction of the minor mastics which need re building or no major adjustment functions accepts. • کمیت فاصله: مقدار عینیات مواد منفجره و روابط مجزا فاصلی که نوعیت محافظت را مشخص ساخته، فراهم میسازد. 13. Chapter 1فصل اول معرفی صنف پنجم (مهمات ومواد منفجره) Introduction of class 5 (ammunition and explosive material) تعریف مهمات : رهنمود هذا مهمات را طوری ذیل تشریح میدارد "اسباب که با مواد منفجره ،محرک، احتراق، سیستم چارج شده درحالات دفاعی، تعرضی، تخریبات، تعلیم وتربیه، تشریفات و غیره استفاده شود آنرا مهمات گویند For the purpose of this Decree ammunition will be defined as a device charged with explosives, propellants, pyrotechnics, or initiating composition for use in connection with defense or offense , ceremony and planned demolitions. , اهداف پالیسی هذا: رهنمود 4.5 ازاکمال مهمات به موقع وبلاانقطاع سلاح و تخنیک محاربوی هوائی وزمینی اردو ملی بحث مینماید و قرارذیل است: . 15. سطوح اکمالات: Supply levels سطح ستراتیژی: وزارت د فاع ملی مهمات مورد ضرورت خویشرا براساس پلان پیش بینی شده پلان وخریداری مینماید. Strategic Level: The required ammunition of Ministry of defense purchase base on forecasted plan. • سیستم لوژستیکی مهمات در سطح ستراتیژیکی بطور مرکزی تنظیم و اداره شده و در سطوح اوپراتیفی و تکتیکی غرض سرعت بخشیدن روند اکمالات غیر مرکزی میباشد. The munitions logistics system is centrally managed at the strategic level and decentralized at the operational and tactical levels in order to optimize the logistics flow. . • سطح اوپراتیفی: احتوا کننده حمایه مورد نیاز، تطبیق پلان های محاربوی وعملیات گسترده میباشد. Operative level: encompasses support required to sustain campaign plans and major operations.

16. قول اردو ها به مثابه پلانگذاران عملیاتی و تطبیق کننده گان، پلانهای محاربوی و پلان های عملیاتی ویا اپراتیفی خویشرا با ریاست اوپراسیون ستر درستیز ارتباط میدهند. The Corps as operational planner and operator links the campaign plan to the Operational Plans of the General Staff. • سطح تکتیکی: سطح تکتیکی توانائی قوماندان تکتیکی را غرض محاربه و مبارزه به اساس اهداف عملیاتی ستردرستیز حمایه مینماید. Tactical Level: The tactical level of munitions logistics sustains the tactical commander’s ability to fight battles and engagements based on the General Staff’s Concept of Operation. • سطح تکتیکی لوژستیک موفق مهمات با کیفیت را درزمان وموقعیت مناسب به جزوتام درخواست کننده تهیه مینماید. Tactical level munitions logistics provide the right munitions, on time, at the correct location to the requesting unit.

17. توانائی های متحرک و واکنشی غرض آماده گی و اجرای سطح تکتیکی لوژستیک مهمات مهم میباشد. Mobile and responsive capabilities are essential for preparation and execution of the tactical level of munitions logistics. • قوماندان با درنظرداشت وضعیت قوتهای دوست دشمن اوضاع جوی واراضی وفکتورهای لازم محاربوی دراکمال مهمات سطح تکتیکی خویش توجه جدی نماید. The commander uses Mission, Enemy, Troops, Terrain, and Weather and Time to determine logistics time and distance factors, throughput, tactical level ammunition support

18. Chapter 2 فصل دوم Class 5 Responsibilitiesمسولیت های صنف پنجم ■ عمومیات: این فصل مسولیت ها را برای اداره صنف پنجم از سطح معاون وزیر دفاع الی قوماندان تولی تشریح مینماید. تمام اشخاص مسئول در سلسله اکمال مهمات باید سعی و کوشش نمایند تا مقدار مهمات مورد نیاز صنف پنجم را به اسرع وقت اکمال و بشکل محفوظ به درخواست کننده گان تسلیم نمایند. General: This chapter lays out responsibilities for class 5 management from the Assistant minister of defense down to the Company Commander. Every responsible party in the ammunition supply chain must take due diligence to required amount of class 5 in the safest and timeliest manner possible. • ■ معاونیت تامینات مادی درامور تکنالوژِی، لوِژستیک و خریداری وزارت دفاع: The Assistant Minister of Defense for Acquisition, Technology, and Logistics (AMoD ATL)

19. یک پالیسی جامع را در مورد قوانین، مسولیت ها، سیستم شناسائی، پلان گذاری، بودجه، خریداری، اکمال، ذخیره، توزیع، محفوظیت، امنیت، محاسبه، و تنظیم و اداره مهمات غرض اکمال اردوی ملی در زمان صلح و محاربه ایجاد مینماید. Establishes a comprehensive policy on roles, responsibilities, systems for the identification, planning, budgeting, acquisition, receipt, storage, issue, safety, security, accounting, and management of ammunition to sustain the Afghan military during peace and wartime. • ماشتن اداره کننده برنامه های مهمات که اداره خریداری، پلانهای طویل المدت تدارکات، و بودجه مورد نیاز را برای مهمات اردو بشکل اقتصادی ودر زمان درست، آن ترتیب نماید. Appoints an Ammunition Program Manager (APM) that will manage the acquisition, long range plans for procurement, and budget for all ammunition requirements of the military in the most economical and time efficient manner.

20. پیشنهادات را از معاونیت ستراتیژی و پالیسی وزارت دفاع در زمان ایجاد منابع اکمالاتی و انتخاب تولید کننده گان دریافت مینماید که این روابط ملی را تقویت مینماید که شاید آزادی عمل را افزایش داده و خطرات فساد را در زمان عملکرد های صنف پنجم کاهش دهد Obtains recommendations from the AMoD Strategy and Policy when establishing sources of supply and selecting manufacturers in order to strengthen national relationships that may increase freedom of action and decrease risk of corruption during Class 5 operations. معاون وزیر دفاع در بخش ستراتیژی و پالیسی درهمکار ی با ریاست اوپراسیون و ریاست لوژستیک ستر درستیز: تثبیت احتیاج و ایجاد نیازمندی های مهمات آموزشی واوپراتیفی بمنظور حمایه دفاع علیا کشور را ترتیب مینماید. The Assistant Minister of Defense for Strategy and Policy (AMoD S&P): In conjunction with the General Staff G3 & G4, AMoD S&P determines and establishes operational and training munitions requirements in support of national defense.

21. ایجاد و درج اسناد یک سیستم کنترول عملیاتی برای اولویت بندی و تخصیصات مهمات که بتواند فعالیتهای تسلیحاتی مشترک را تا حدامکان درکوتاه ترین وقت کنترول و تحمیل نماید Establishes and documents an operational control system for ammunition allocation and prioritization that enables combined arms operations to the greatest extent possible while imposing minimal necessary controls. • قوماندان لوژستیک: پروسیجر های ضروری را آغاز، تطبیق، و درج مینماید تا ذخایر مهمات را در سطح وزارت دفاع جهت اکمال، محافظه، توزیع ومحاسبه ایجاد نماید. Logistics Commander: Initiates, implements, and documents all procedures necessary to conserve, protect, secure, account, and safeguard ammunition stocks received to sustain the MoD military ..

22. تنظیم کننده پروگرام مهمات: تمام مهمات، ستراتیژی خریداری، پلان های طویل المدت خریداری، توزیع، ذخیره، و نظارت مهمات را تنظیم و اداره مینماید. The Ammunition Program Manager: Manages all munitions, acquisition strategy, long range plans for procurement, distribution, storage, and munitions surveillance. • ● تنظیم کننده پروگرام مهمات به اساس یک امرتقرری که از معاونیت تامینات مادی و تخنیکی که صلاحیت، مسولیت، واجرا امور محاسبه در زمان اداره جامع نیازمندی های مهمات، بودجه، خریداری و برنامه ریزی حال و آینده مهمات و مواد منفجره راعملی مینماید. The APM operates under an appointment from the AMoD-ATL that establishes his authority, responsibility, and accountability exercised during management of comprehensive ammunition requirements, budget, procurement and programming for present and future ammunition and explosive requirements.

23. احضارات محاربوی اردو را با تنظیم و اداره ذخایر، حفظ و مراقبت پروگرام شده، نظارت ذخایر، تخریب مهمات، عینیات و تجهیزات حمایه مینماید. Supports the combat readiness of the military through stockpile management, programmed maintenance, stockpile surveillance, disposal of ammunition, materiel, and equipment. نیازمندی های تاسیسات ذخیروی را در هماهنگی با معاونیت تامینات مادی درامور تکنالوژی، لوژستیکی وخریداری، قوماندانی لوژستیک، ریاست اوپراسیون ستر درستیز، ریاست لوژستیک ستر درستیزو قول اردو ها ایجاد مینماید. 24. تنظیم کننده برنامه های مهمات باید با معاونیت تامینات مادی درامورتکنالوژی، لوژستیکی وخریداری و پرسونل مربوطه اش در قسمت ایجاد پلان های ستراتیژی ذخیره مهمات همکاری نماید. Assists AMoD ATL and staff in developing the strategic ammunition storage plan. • مسولیت تنظیم و اداره میعاد استفاده را برای انجام تنظیم و اداره ذخایر، خریداری، حفظ و مراقبت، تخریب و احضارات مهمات برای سیستم سلاح تعین شده اجرا میدارد. Exercises life cycle management responsibilities for the accomplishment of stockpile management, procurement, maintenance, disposal and ammunition readiness for assigned weapon systems. • یک مرکز اطلاعات (دیتا بیز) مشترک تمام انواع مهمات را غرض استفاده در پلان گذاری های عملیاتی طویل المدت، پلان گذاری بودجه و تدارکات درمطابقت با هدایات صادر شده ذریعه کتلوگ سازی ریاست اکمال وخریداری نگهداری مینماید.

25. Maintains a common database of all MoD ammunition assets for use in long range operational planning, budgeting and procurement planning in coordination with instructions issued by the Cataloging Activity of the Acquisition Agency. • صلاحیت تحویل دهی و انتقال برای دیپوی های ذخیروی معینه احتیاطی ، اوپراتیفی و اصطراری محاربوی حسب هدایت معاونیت تامنیات مادی درامور تکنالوژی، لوژستیکی وخریداری وزارت دفاع ملی صورت میگیرد. Issues both release and movement authorizations to those depots storing designated war reserve, operational and contingency stocks as directed by AMoD ATL. • ایجاد وحفظ یک برنامه ارزیابی کیفیت، حصول اطمینان درقسمت معیارهای معتبر کیفیت مهمات درتمام مراحل اکمال، ذخیره، حفظ ومراقبت و توزیع میعاد استفاده مهمات. Establishes and maintains a quality program, assuring the standardization of the quality/ reliability of ammunition throughout the receipt, storage, maintenance and issue phases of the ammunition life cycle.

26. ستردرستیز: پلان های اوپراتیفی را حسب هدایت مقام وزارت دفاع ملی ایجاد و نیازمندی های مصرفی مهمات مورد نیاز را تعین وتثبیت مینماید. ودرضمن احضارات و سطوح آموزش های موثر را برای اردو ملی ایجاد مینماید. The Chief of the General Staff: Develops operational plans as directed by the MoD and determine necessary ammunition consumption requirements. Develops readiness and training proficiency levels for the ANA. • ریاست اوپراسیون ستردرستیز: نیازمندی های تعلیمی و عملیاتی را با ریاست لوژستیک ستردرستیز هماهنگ و انکشاف میدهد. این تعلیمات بالای نیازمندی های درخواست مهمات جزوتام تاثیر مستقیم دارد. وقتیکه هدایت داده شد، رئیس اوپراسیون ستردرستیز پلان های عملیاتی و محاربوی را هماهنگ و ایجاد مینماید. The Chief of Operations of the General Staff: Develops and coordinates operational and training requirements with GS/G4. These training requirements directly affect the unit’s ammunition request. When directed, the CHOP G3 will develop and coordinate war and operational plans.

27. ریاست لوژستیک ستردرستیز: هماهنگی و حمایه اولویت بندی تخصیص مهمات عملیاتی و تعلیماتی بین ریاست اوپراسیون ستردرستیز، معاونیت تامینات مادی درامورتکنالوژی، لوژستیکی وخریداری، قوماندانی لوژستیک، مدیریت اوپراسیون حمایوی ایجاد مینماید، ونیز نظارت تنظیم واداره طرزالعمل های مورد استفاده برای کنترول مهمات و استفاده آن درقطعات وجزوتام غرض فراهم آوری معیارها. The Chief of Logistics of the General Staff: Provides coordination and support to GS/G3, Logistics Command, and Logistics Support Operations Center for prioritization and allocation of ammunition for operational and training munitions. Provides management oversight of procedures used for ammunition control and use within tactical units to best fulfill requirements and plans and meet standards and policies.

28. افسران محاسب دیپوی های ملی مهمات: امور محاسبه 100% تمام مهمات دریافت شده ، ذخیره شده، و توزیع شده را حفظ و نگهداری مینماید. The Accountable Officer at each National Ammunition Supply Depot: Maintains 100% accountability of all munitions received, stored, and issued. • قوماندانان قول اردوها: پالیسی ها را تطبیق نموده و پروسیجر ها را غرض محفوظ نگهداشتن مهمات عملیاتی و تعلیماتی برای استفاده موردنظر و سرفه جوی از استفاده ذخایر در قول اردو را ایجاد مینماید. The Corps Commanders: Implements policies and establishes procedures to safe guard operational and training munitions for intended use and conserve the use of stocks in the corps. • افسر مهمات قول اردو: افسر مهمات قول اردو مسئولیت بخش اکمال مهمات را برای قول اردو عهده دارد میباشد. The Corps Ammunition Officer (CAO): The CAO is in charge of the munitions supply section for the Corps.

29. مسئولیت اکمال مجدد مهمات را برای تمامی قطعات وجزوتام های عملیات کننده در ساحات اوپراتیفی قول اردو عهده دار میباشد. Responsible for ammunition resupply for all units operating in the corps area of operations. • قوماندان قول اردو و مدیرلوژستیک را درجریان موضوعات مهمات قراردهید. • Represents the corps commander and G4 on all ammunition related matters. • روابط را با دیپو مهمات ملی و افسران مهمات ریاست لوژستیک واوپرسیون ستر درستیز برقرار وحفظ نماید. Maintains liaison with the national ammunition depot and with ammunition staff officers at the General Staff G3 & G4. • همکاری های فنی وتخنیکی مهمات مربوطه را برای پرسونل قول اردو وقطعات وجزوتام ها فراهم میسازید. Provides technical assistance on all ammunition related matters to the corps staff and units.

30. قول اردو، لوا و قوماندانان کندکها را درتعین میزان اکمال مورد نیاز و تطبیق میزان اکمال کنترول شده همکاری ومعاونت نماید. Assists the corps, brigade, and battalion commanders in determining required supply rates and implementing controlled supply rates . • نظارت پرسونل دیپو مهمات قول اردو و دیپو انتقال مهمات کندک لوژستیک را فراهم سازید. Manages ammunition and providing status of ammunition to the brigades, logistics battalions, and other staffs. • نیازمندی های مهمات قول اردو را توحید نماید. Consolidates corps ammunition requirements. • پلانها و طرزالعمل ها را برای فعالیت مهمات آماده سازید. Prepares plans and procedures for ammunition operations. • درخواستهای مهمات را تائید و دیپو مهمات قول اردو را غرض توزیع هدایت دهید. Validates ammunition requests and directing CAD issues.

31. آمریت اوپراسیون لوا: افسر مهمات امریت اوپرسیون لوا باید موارد آتی را مع الاجرا دارد: Brigade S3: The brigade S3’s Ammunition Officer: • نیازمندی های مهمات لوا را براساس یاد داشتهای قطعات وجزوتام های مادون و فهم قریب الوقوع عملیات تکتیکی تثبیت نماید. Determines brigade ammunition requirements based on input from subordinate battalions and knowledge of upcoming tactical operations. • بهترین موقعیت را برای ساحه حمایه لوا تعین و تثبیت نماید. 32. برای یک قطعه یا جزوتام لست اولویت های توزیع را به افسر مهمات قول اردو تهیه و آن نیازمندی های توحید شده مهمات قطعه یا جزوتام را به افسر مهمات قول اردو ارسال دارید. Provides a unit issue priority list to the CAO and forwards the consolidated unit ammunition requirements to the CAO. • برای آمرین لوژستیک کندک های مادون تخصیصات میزان اکمال کنترول شده لوا را فراهم سازید. این معلومات را نیز برای نماینده افسر مهمات قول اردو تهیه تا باشد قطعات وجزوتام های کندک از مجوز خویش بیشتر تجاوز نه نماید. Provides subordinate battalion S4s with their allocations of the brigade CSR. (This information is also provided to the CAO representative so battalion units do not exceed their authorizations when trans-loading at the ATD.)

33. قوماندانان تولی: باید اطمینان خویشرا درقسمت تهیه مهمات برای آنان که صرف برای مقاصد تعین شده استفاده مینمایند حاصل و تمامی مهمات برای تمام سطوح درمعرض استفاده محاسبه گردد. Company Commanders: Ensure ammunition provided to them is used only for its intended purpose and that all ammunition is accounted for at all levels, to the point of use. • درگزارش وضعیت شان هرگونه کمبودات عاجل مهمات یا تغیرات پیشبینی شده را در نیازمندی های مهمات شان انکشت نما نمایند. مصونیت ذخیره وانتقال راتوجه نماید. Indicate in their situation report (SITREP) any critical munitions shortages or forecasted changes in munitions requirements Ensure safe storage and transportation .

34. فصل سوم توزیع مهمات Chapter 3 Ammunition Distribution • عمومیات: این فصل شیوه های توزیع مهمات را برای صنف 5 اکمالات تشریح میکند. طرح توزیع بهتر مهمات و مواد انفجاری تعلق به سیستم دیپوی ملی دارد تا بتوانند از آنجا بشکل موثر توزیعات صنف 5 اکمالاتی را برای تمامی جزوتام نظامی قسمیکه برای تمرینات و عملیاتها شان نیاز دارند صورت گیرد. General: This ‘training and operational needs’ chapter describes the distribution network for the Afghan class 5 assets. An efficient distribution scheme of ammunition and explosives relies on a national ammunition Depot system that receipts and proficiently distributes class 5 to all military units as required. • طرزالعمل توزیع: طرزالعمل توزیع صنف 5 اکمالات برای اردوی ملی میاموزاند تا توزیع مهمات به اساس اوامر و ضروریات قوماندان صنف 5 اکمالات صورت گیرد.

35. Distribution Policy: The ANA Class V distribution policy seeks to leverage the transportation and storage assets to Afghanistan in order to meet the class 5 needs of its Commanders. • مهمات بطور ملی خریداری و در سطح دیپوهای مرکزی و پیشرانده شده حفظ و نگهداری میگردد. Munitions will be nationally acquired and centrally stored in National and Forward Support Depots. ●مهمات به اساس برخ جبهه خانه و ضروریات محاربوی توزیع خواهد شد. Ammunition will then be issued to units in the form of combat and basic loads. ●مهمات باید قبل از آغاز عملیات به ساحه انتقال گردد. Ammunition will be positioned forward during combat operations ●مهمات به سلسله مراتب از یک دیپو به دیگر آن انتقال داده میشود تا به ساحه مورد نیاز برسد. Ammunition will be moved through a series of ammunition transfer Depots and ammunition transfer points

36. تسلیم دهی مهمات روز مره توسط سیستم عادی لوژستیکی اردوصورت میگیرد Ammunition routine resupply will follow the normal Afghan logistic supply chain.

37. موقیعت دیپو های صنف 5: برای انتخاب دیپو های ملی و قول اردو در نظر گرفتن ساحات ستراتیژیکی مهم است، وزارت دفاع ملی افغانستان و قوماندانی لوژستیک صلاحیت و کنترول دیپوهای صنف 5 را دارا میباشد. Location of Class 5 depots: Strategic considerations are important in selecting and establishing the national and corps ammunition depots. The Ministry of Defense (MoD) and Logistics Command have command and control (C2) over the Class 5 depots in Afghanistan. • انتخاب محل: معاونیت ستراتیژی و پالیسی وزارت دفاع ملی افغانستان به معاونیت تامینات مادی و تخنیکی همکاری خواهد کرد تا در آینده برای نگهداری مهمات توجه خاص صورت گرفته باشد تا خطرات را به سطح پایین برسانند و برای حالات عملیاتی ذخایرخاص در نظر گرفته شود. Site selection: The AMoD S&P will advise the AMoD ATL on selecting future locations of storage facilities. Special attention is needed to adopt plans that minimize risk and war time loss of war reserve and operational stocks.

Positive measures will be taken to protect citizens and their property and military personnel from the harmful effects of explosive damage. • ● مکلفیت: قوماندانیت قوماندانی لوژستیک وزارت دفاع ملی دیپوی های ملی، ذخایر و توزیعات را دریافت و تحویل دهی مهمات ومواد منفجره را حسب درخواست قطعات وجزوتام که ذریعه پلان ارایه شده ستردستیزترتیب گردیده است، اجراات میدارد. Under the command of MoD Logistics Command, the national depot receives stores, issues, and arranges delivery of ammunition and explosives as requested by units and within the announced plans of the General Staff.

39. مرکزیت: وزارت دفاع ملی سه دیپوی مرکزی در کابل دارد (پلیچرخی،چمتله، و خیر آباد) Centralization: MoD has three National Ammunition Supply Depots (Pol-e-Charkhi, Chimtallah, and Khairabad) in the Kabul area. • دیپوهای پیشرانده شده: هر قول اردو توسط دیپو های مشخص اکمال میشود و دیپو های پیشرانده شده ضروریات ابتدایی را اکمال میکند. Forward Support Depot (FSD): Each corps is supported by a fixed location ammunition and explosives depot. The FSDs supply the basic requirements: • ● آماده ساختن محل امن برای مهمات با ارزش. Provide safe and secure storage for quality munitions. • ● آماده ساختن محل امن برای مهمات با ارزش. Provide military facility classes within the corps’ area.

40. ● محاسبه 100% از تسلیم گیری ، توزیع و نگهداشت مهمات. Account for 100% of munitions received, issued, and stored.

41. ■ کندک تامینات لوا: هر لوا یک کندک تامینات دارد و در هر کندک تامینات یک بلوک تامینات موجود است و همین بلوک ها یک بخش مهمات دارند. Combat Service Support Kandak (CSSK): Each brigade has a CSSK for support. Within each CSSK is a support platoon and that platoon has an ammunition section. ■ دیپوی مهمات قول اردو: هر قول اردو یک دیپوی مشخص مهمات و مواد انفجاری دارد و این دیپو ها اکمالات ابتدایی قول اردو را بدوش دارد. Corps Ammunition Depot (CAD): Each corps is supported by a fixed location ammunition and explosives depot. Its primary responsibilities are to: ● آماده ساختن محل و شرایط مصئون و قابل اعتماد برای مهمات ذخیره شده و دست داشته. Provide safe and secure storage for ammunition it stocks and has on hand. ● نگهداشت و محاسبه بنیادی ذخایرعملیاتی پیشرانده شده. Store and account for basic and operational stocks positioned forward. ●حمایت عادی جزوتام ها در جریان تطبیقات نظامی. Support normal operations for military classes of units. ● محاسبه تمام مهمات اکمال و توزیع شده Account for all ammunition received and issued.

42. دیپوحمایوی انتقالات مهمات کندک تامینات لوا. این در بر گیرنده حمل و نقل مستقیم مهمات از دیپوی ملی به کندک تامینات لوا غرض حمایه عملیات ها و محاربه میباشد. Support ammunition transfer depots of CSSKs. This includes shipments directly from the national ammunition depot to CSSKs conducting field operations or combat. ■ دیپو حمایوی انتقالات مهمات کندک تامینات لوا: هر لوا قول اردو دارای دیپوی حمایوی انتقال مهمات کندک تامینات جهت حمایه میباشد. CSSK Ammunition Transfer Depot: Each brigade of the corps has a CSSK for its support. CSSK is an ammunition transfer depot. هر کندک لوژستیک دارای یک دیپوی انتقالات مهمات است. Every logistic kandak has an ammunition transfer depot ● دیپوی انتقال مهمات معمولاً در محلات اجرای خدمات میکنند و مهمات را به دیپو های قول اردو ها اکمال میکند. The ATD normally operates from field locations and supply ammunition to the corps depot. ■محلات انتقال مهمات: محلات انتقال مهمات موقتاً در ساحات میباشد و قابل شناسایی است برای صادر و وارد کردن مهمات صنف 5. Ammunition Transfer Points: Ammunition transfer points are on the ground temporary locations identified for the drop off and pick up of prepackaged class 5 resources

43. فصل چهارم اهداف و وظایف مهمات Chapter 4 Ammunition Mission ■ وسعت کاری و مقاصد: دسترسی مهمات و کاربرد آن عوامل عمده واساسی درراستای تعین نتایج محاربه میباشد. Purpose and Scope: Ammunition availability and application are dominant factors in determining the outcome of combat. ● مهمات جزء اساسی آتش و فعالیت های مانوری که ذریعه نظامیان صورت میگرد، است. Ammunition is a critical component of fire and maneuver operations performed by the military. ● مهمات باعث شکست و تخریب دشمن میگردد. ونیز توانائی قوتها را درجهت سد، نظارت، یا محافظت خودی را فراهم میسازد. Ammunition provides the means to defeat as well as destroy the enemy. It gives the force the ability to block, screen, or protect itself. ●عملیات نظامی غرض ارایه احتمالات غیرمترقبه باید آماده باشد. عملیات فوق نیاز بر سیستم لوژستیک مهمات انعطاف پذیر، پاسخگو و معتبر دارد. Military operations must be prepared to address unexpected contingencies. These operations require the munitions logistic system to be flexible, responsible, and reliable.

44. ■ مکلفیت های حمایوی مهمات: نیازمندی های امنیت ملی از ابتدای استراتیژی ملی نظامی. Munitions Support Mission: National security needs form the basis of the national military strategy. ● مکلفیت ها باید چهار نیازمندی های اساسی را که ذریعه نظامیان اجرا میگردد، حمایه مینماید. The mission must support the four basic demands that are fulfilled by the military: ♦ تضمین امنیت افغانستان از تهاجم نیروهای خارجی و داخلی. Guarantee security of Afghanistan from aggression foreign and domestic. ♦دفاع از تمامیت ارضی افغانستان. Defend Afghanistan. ♦ واکنش موثر علیه بحران. Respond effectively to a crisis. ♦محافظت آزادی عمل Retain freedom of action.

45. ● توانائی نظامی غرض واکنش و محافظت بهبودها میدان محاربه، فرصتهای اجرای فعالیتهای موفقانه میباشد. The military’s ability to react and sustain the battle improves the chances of conducting a successful operation. ♦ مکلفیت مهمات عبارت از حصول اطمینان مواصلت مهمات در زمان محاربه به مقدار درست و نوع درست در زمان ومکان مناسب میباشد. The munitions mission is to ensure munitions arrive in the hands of the war fighter in the right quantities and proper types at the decisive time and place. ♦ پلان های لوژستیکی مهمات باید برابر با پلان سطح تکتیکی قوماندان جهت اجرا پلان های استراتیژیکی و اوپراتیفی میباشد. این مورد حصول اطمینان حمایه واکمال متداوم عندالموقع فعالیت را معاونت مینماید. Munitions logistic plans must mesh with the tactical level commander’s plan to accomplish the operational and strategic plans. This helps ensure timely support and sustains the operation.

46. گام ها وقدم های موفقیت عبارت از توانائی غرض اجرای موثریت بوده وقرار ذیل میباشد: The measure of success is the ability to accomplish the following effectively and efficiently: ♦ تهیه وفراهم آوری مهمات برای قوماندانان تکتیکی و اوپراتیفی Provide munitions to operational and tactical commanders. ♦ اکمال متداوم مانور قوتها در عمق وظایف گوناگون. Sustain maneuver supply forces in a wide variety of mission profiles. اجراات و پلانگذاری مکلفیت های مهمات: هدف از سیستم توزیع مهمات عبارت از فراهم آوری مهمات در زمان، مکان و مقدار مناسب جهت حصول اطمینان درقسمت موفقیت فعالیتها میباشد. Ammunition Mission Planning and Execution: The object of the ammunition distribution system is to provide munitions at the right time, place, and quantity to ensure the success of an operation.

47. ● فعالیتها و پلانگذاری های مهمات باید انعطاف پذیر باشد. آنها باید مطابقت با پلانها و فعالیتهای محاربوی داشته و توانای قطعات وجزوتام های حمایه شونده را غرض اجرای وظایف شان بهبود بخشد. Munitions planning and operations must be versatile. They must compliment combat plans and operations and improve the ability of the supported unit to accomplish its mission. ● قوماندانان قطعات وجزوتام های حمایه شونده اهداف عملیات، اولویتها وتخصیصات ارایه دهنده عملکرد ها پلانگذاران مهمات باشد. The supported commander’s concept of operations, priorities, and allocations dictates the actions of the ammunition planner. فصل پنجم تثبیت احتیاج نیازمندی های مهمات Chapter 5 Determination of Ammunition Requirements ■ نیازمندی های صنف پنجم: منظوری مهمات به اساس چندین فکتور برای هر جزوتام میباشد: Class 5 Requirements: Ammunition authorizations are based on several factors for each unit:

48. تراکم سلاح: تعداد سلاح مجوز در تشکیل. Weapon density: the number of weapons authorized in the Tashkil. ● منظوری پرسونل: تعداد پرسونل مجوز در تشکیل. Personnel authorizations: The number of personnel authorized in the Tashkil. ● پروگرام هدایات و رهنمائی ها: مقدار مهمات مجوز برای هرفردمنصوب نظامی عسکر در زمان تعلیم. Program of Instruction : The amount of ammunition authorized for each soldier during that period of training. ● تعلیم و تربیه تجهیزات جدید: مقدار معین مهمات برای تعلیم پرسونل نظامی بالای سلاح دست داشته جدید. New equipment training : This is a set amount of ammunition to train the soldier on a particular weapon or weapon system. نیازمندی های مخصوص دیگر: هر گونه آموزش یا نیازمندی های وظیفوی بمقصد حمایه پلان های ستراتیژیک سرتاسری. Other special requirements: Any type of training or mission requirement to support the overall strategic plan.

49. ●مجوز برخ جبهه خانه: مجوز مهمات به برخ های مختلف تقسیم شده است: Ammunition Load Authorizations: Ammunition authorizations are divided into different loads: ● برخ جبهه خانه تعلیمی: نیازمندی تعلیمی توسط ستردرستیز و معاونیت ستراتیژی وپالیسی وزارت دفاع جهت حصول اطمینان در مورد مسلکی بودن اردوی ملی با سیستم سلاح در دست داشته در تشکیل ایجاد نموده است. Training Load: Training requirements are established by GS Staff and MoD P&S that ensures the ANA Military continue to be proficient with the weapon system the ANA military have on the Tashkil. ♦ تعلیم و تربیه توسط ریاست اپراسیون ستردرستیز غرض حمایه پلان ها و سطح مسلکی جزوتام ها تعین و مشخص میگردد. Training is determined by the GS/G3 in support of plans and unit proficiency levels. ● برخ جبهه خانه مهمات: برخ جبهه خانه مهمات مقدار مهمات تخصیص داده شده ویا توزیع شده به یک جزوتام برای وظایف محاربوی الی زمانیکه بتواند مهمات را تعویض نماید، میباشد.

50. Ammunition Basic Load: Ammunition basic load is the quantity of ammunition either allocated to or issued to a unit to sustain its operations in combat until it can be resupplied. نیازمندی های برخ جبهه خانه به اساس تراکم سلاح، ویا تشکیل جزوتام و نیازمندی های وظیفوی میباشد. Basic load requirements are based on unit weapons density, on their Tashkil, and mission requirements. ♦ برخ جبهه خانه ها طوری پروگرام شده اند تا وظایف یک جزوتام را حمایه نموده بتوانند. جزوتام مجوز پنج برخ جبهه خانه را دارند. دو برخ جبهه خانه در سطح کندک، یکی در دیپو های پیشرانده شده، و دو برخ در دیپو های ملی قرار دارند. ABLs are programmed to support the mission of a unit. The unit is authorized five (5) ABLs. There are two (2) at the Kandak level, one (1) at the FSD, and two (2) at the NSAD. ● برخ جبهه خانه عملیاتی درحضر : عبارت از مهمات است که یک جزوتام در وظایف زمان صلح برای حمایه وظایف تعین شده شان استفاده مینماید، میباشد. Fraction of Operational Load: The ammunition which a unit or organization will use for peacetime operations to support their assigned mission. ●
