  2. 世界衛生組織 Family of International Classifications (WHO- FIC) 是世衛組織分類系統家族內最新的一個分類系統 2

  3. 目標 3 • 提供具有科學依據的健康狀態資訊 • 建立一套共通語言以促進溝通 • 比較基礎 • 不同國家 • 健康照顧原則 • 服務 • 時間 • 提供有系統且有意義的健康資訊編碼系統

  4. ICF 4 整合世界衛生組織之前所有健康分類模型的重要概念與意義 將障礙過程放在功能限制概念下討論 將障礙過程視為動態且可回溯過程 將社會模型的外在環境納入評估障礙者社會參與的因素 認為障礙是普遍的人生經驗而非特殊團體的少數經驗

  29. ICF-CY版本 以評估兒童與青少年為主的補充版本 原有的ICF架構下，針對發展階段的兒童與青少年衍生出來的編碼 增加編碼與項目。 可以被廣泛的使用到當前台灣的早期療育診斷、評估、介入方案、事後評估等過程中。

  31. 為何要發展CY版本(Why was the ICF-CY developed?) • 兒童的特質與功能與成人不同。 • ICF的主要內容欠缺對成人特質的先驅特質(precursors of adult characteristics )描述。 • 兒童本身就是功能分類的【移動目標(“moving target” )】隨時會改變與成長。 • 就預防與早期介入而言，可作為功能危險因子指標。 • 可提供且紀錄不同階段轉銜服務。

  37. ICF修訂過程之基本訊息(Basic Messages) 37 • 過去十年以來ICF系統曾經有系統的修正，過程中 • 大規模與跨專業的參與 • 廣泛且全面的測試 • 依據以下科學原則： • 分類學（邏輯與語言） • 方便易懂性（可近性）、可用性及符合倫理 • 信效度與可比較性 • 健康資訊系統 • 評估：需要、成本、結果、品質、滿意等評估 • 服務提供與社會政策之運用 • 可作為使用的原則、訓練工具等
