  4. WASHINGTON WATER LAW Water Right – issued for a “Beneficial Use” Senior Water Right: entitled to full exercise of their allocated “right”. Set with a priority date. Junior Water Right: conditioned to a senior water right, issued after code, and assigned a priority date Classifications: Claim: initiated before the appropriate water code (surface-1917, groundwater-1945). Certificate: use issued by Ecology after code was adopted. Permit: use of water granted by Ecology, but not certificated.
