Major Agenda 1:Digesting K-12 • Minus 2 years from the HEI (Tesda certificates, Diplomas, Associate degrees) • Fresh standard 4-year AB/BS programs (consistent with the 16 year Baccalaureate programs of the Bologna Accord) • Immediate and significant impact on enrollment, faculty qualifications, facilities (buildings, labs, equipment), organizational restructuring, financial administration, etc.

Major Agenda 2:Re-envisioning USC • CHED’s proposal of five HEI types • Community College • Professional College • Liberal Arts College • University • Graduate Institute • Issues: • Culling of Courses, programs, departments • Adaptations: mergers, splits, transfers • Niche programs and academic excellence
