  2. FP7- Structure . The Seventh Framework Programme will be organised in four programmes corresponding to four basic components of European research: • Cooperation: trans-national research • Ideas: investigator-driven research • People: support of individual researchers • Capacities: support of research capacities Duration: 2007-2013 (7 years!)

FP7 –Cooperation The programme on cooperation covers 9 themes: • Health; • Food, Agriculture and Biotechnology; • Information and Communication Technologies; • Nanosciences, Nanotechnologies, Materials and new Production Technologies • Energy • Environment (including Climate Change) • Transport (including Aeronautics); • Socio-economic Sciences and the Humanities; • Security and Space.

FP7- Cooperation FP7- Cooperation Across all these themes, support will be implemented through: • Collaborative research will constitute the bulk and the core of EU research funding (=Small and large collaborative projects, Networks of Excellence [NoE’s], Coordination and support actions [CA/SA]) Max EC contribution for projects in theme 2 in mill €: 3 for small/medium coll. projects; 3-6 for large coll. projects and NoE’s; 1 for CA / SA. • Joint Technology Initiatives will mainly be created on the basis of the work undertaken by the European Technology Platforms (A first set of initiatives have been identified with clear objectives and deliverables in the areas of innovative medicines, nano-electronics, embedded computing systems, hydrogen and fuel cells, aeronautics and air traffic management and global monitoring for environment and security.) • Coordination of non-Community research programmes (e.g. further support for ERA-NET projects and funding for new ones) • International Cooperation (with third countries across the different themes)

FP7- Cooperation FP7- Cooperation Indication for calls with deadlines in 2007: • First call (Call 1): • Published 22 December ‘06 • Deadline 2nd May’07 • Focus: small collaborative projects small preparatory actions laying the ground for later calls Some large collaborative projects • One step submission procedure • Use of the 2007 budget • First half of the second call (Call 2A): • Published 22 December ’06 but officially it will be published in MAY 2007. • Deadline 1st stage: 11 Sep’07, 2nd stage: 31Jan’08 • Restricted to large collaborative projects • Two step submission procedure • Use part of 2008 budget

FP7- Cooperation FP7- Cooperation Food, Agriculture, Fisheries and Biotechnology: Rationale • Build a European Knowledge-Based Bio-Economy (KBBE) • Respond to Social and economic challenges: - Hight quality food and susteinable food production - Food-related disorder ( cardiovascular, obesity….) - Infectious animal diseases and zoonoses - Susteinable agriculture/fishery and climate change - Clean Biomaterials from renewable bio-resources • Involve all stakeholders (also industries) in research • Support CAP and CFP • Respond quickly to emerging reserach needs

  20. FP7 –Ideas • Supports ’investigator-driven’ research projects across all fields by individual teams competing at a European level. Projects will be funded based on proposals presented by researchers on subjects of their choice, evaluated on scientific excellence by peer review. • The European Research Council consists of a Scientific Council which establishes the scientific strategy, supervises its implementation and ensures the integrated operation of the ERC, and a Dedicated Implementation Structure which is in charge of the ERC’s operational management. • The Scientific Council the ERC consists of 22 eminent researchers - drawn from across Europe - and spanning the spectrum of science and technology and chaired by Fotis Kafatos. • In the start up phase, priority will be given to an ERC Starting Independent Researcher Grant scheme. • In addition, a second funding stream, the ERC Advanced Investigator Grant scheme will be established as soon as feasible thereafter for projects led by Investigators at all subsequent career stages.

FP7 –Ideas The ERC Starting Independent Researcher Grants (ERC Starting Grants). • The objective is to provide adequate support to the independent careers of excellent researchers, whatever their nationality, located in or moving to the EU and associated countries, who are at the stage of establishing and leading their first research team or programme. • The Principal Investigator can be of any age, nationality and country of residence. He/she must have been awarded his/her first PhD (or equivalent doctoral degree) more than 2 and less than 8 years prior to the deadline of the call for proposals (exceptions only for eligible career breaks). • Evaluation criteria: Excellence as sole criteria – applied to the PI, the research project and the research environment. • ERC Starting Independent Researcher Grants: between €100,000 and €400,000 per year for a period of up to 5 years. • Up to 200 Starting Independent Researcher Grants could be made annually, each for up to 5 years • Amount for the first call: 300M€ • First deadline: ? FP7 –Ideas The ERC Advanced Investigator Grants (ERC Advanced Grants): • The objective is to encourage and support excellent, innovative investigator-initiated research projects by leading advanced investigators • This funding stream will complement the Starting Grant scheme by targeting the population of researchers who have already established themselves as being independent research leaders in their own right. • Will be published in a second call later in 2007

FP7 - People This program is based onMarie Curie actions and will cover all stages of a researcher’s professional life Increased focus on three aspects: • Better structuring: European co-funding of regional, national and international (non-Community) programmes to overcome fragmentation • Industrial participation: There will be a stronger emphasis on developing the complementary skills needed to better understand research in enterprises and on an active role for industrial actors, especially SMEs. • A stronger international dimension: FP7 will reinforce cooperation with researchers from third countries and introduce new dimensions for collaboration with the EU’s neighbouring countries.

FP7 - People • Initial training of researchers: • Marie Curie Networks: • mainly support for early stage researchers, limited funding for experienced researchers= combination of Training Networks and Early stage training site • A network in this action shall be composed of at least three participants in different EU or associated countries • Direct or indirect involvement of organisations from different sectors is considered essential in this action, including full participation by private enterprises as appropriate to the research discipline. • Fouryears

FP7 - People • Life-long training and career development to support the career development of experienced researchers: • European Career Development Fellowships (Individual fellowships FP6) • European Career Integration Grants (previous holders MC fellowships • Co-funding of regional, national and international programmes

FP7 - People • Industry-academia pathways and partnerships • Support for networking between Industry-Academia: • The action will be implemented through targeted and flexible support for human resources interactions within co-operation programmes between at least twoorganisations, one from each sector and from at least two different Member States or associated countries. • The duration of the programme to be supported will normally be between three and four years.

FP7 - People FP6 versus FP7: • The budget has increased from 1.8bn€ under FP6 (4 year program) to 4.7bn€ under FP7 (7 year program). • Much continuity but some actions were transferred from stand-alone actions into a larger action • No longer support for Excellence Teams: European Research Council's (ERC) ‘Starting Independent Research Grant’ covers similar aims.

FP7 - CAPACITIES Aims to enhance research and innovation capacities throughout Europe, and to ensure their optimal use. • Research infrastructures: • The objectives are to optimise the use of existing research infrastructures; help develop new research infrastructures, and upgrade existing ones • Research for the benefit of SME’s: • The objective is to strengthen the innovation capacity of SMEs by helping them outsource research and increasing their research efforts. • Regions of knowledge: • Aims at supporting the development of ‘research-driven clusters’, and enabling European regions to strengthen their capacity to invest in R&D. Actors would include regional authorities, regional development agencies, universities and Industry among others.

FP7 - CAPACITIES Aims to enhance research and innovation capacities throughout Europe, and to ensure their optimal use. • Research potential of convergence regions: • Activities will include encouraging the exchange of know-how and experience through secondments of staff; recruiting incoming experienced researchers and acquiring new research equipment. There will also be workshops and conferences to facilitate knowledge transfer as well as dissemination and promotional activities. • Science in Society:Societal concerns over science therefore have to be addressed • International Cooperation: • to develop strategic partnerships with third countries, and to address specific problems faced by third countries, or which have a global character.The emphasis is on strengthening and developing bi-regional/bilateral dialogue, and on the enhancement of S&T Agreements.

FP7 –BUDGET • Reimbursement of Eligible Costs • FP7 will be based on the principle of co-financing. • There will be no 100% contributions for any participants • No Additional Cost (AC) model will be available. • Maximum Funding Rates • Research and Technological Activities will be reimbursed at up to 50% of eligible costs except for: • Public Bodies, Secondary and Higher Education establishments Research Organisations (non-profit) SMEs up to 75% • Demonstration/ Prototyping/ Proof of concept activities - up to 50% of eligible costs • Other activities such as training and management activities will be reimbursed at up to 100% of eligible costs. • ERC actions - direct costs at up to 100%, but treatment of indirect costs is not yet clear. • Co-ordination and Support Actions - up to 100% • Training and career development of researchers actions - up to 100%

FP7 –Conditions for Partecipation General part: • At least 3 indipendent parts from 3 different countries (MS or AC) • Natural person; JRC possible Exceptions: • ERC: at least 1 legal entity enstablished in a MS or AC • CSA and actions in favour of training and career development of reserchers: at least 1 legal entity (except actions to coordinate) • INCO: at least 4 participants of which 2 in MS or AC and 2 in INCO countries. For CSA-SICA: 3 entities established in a mS or AC + 3 partners in INCO countries ( see WP, Theme2) Partecipation of Third Countries and International Organisations possible if in addition to minimum

Cooperation Collaborative ResearchPeople MCN • Cooperation- Collaborative research (~Thematic areas FP6) • Transnational research (to gain leadership in key scientific and technological areas by supporting co-operation between universities, industry, research centers and public authorities across the European Union as well as the rest of the world) • Instruments: Large or small collaborative projects (~ IP, STREP’s), NoE’s, Coordination/Support actions • Each participant receives funding for personnel, (equipment), (training), (demonstration) consumables, management (depending on the instrument, 1 to several people are paid on the project) • Personnel hired on the project: any age, nationality, diploma • Industrial partner needed
