  2. 2005 IPPC Implementation Report - Key findings • Delays in transposition, ongoing infringement procedures (8 MS) • Limited progress in the implementation of the Directive and need to accelerate process in view of Oct 2007 deadline • Description of specific implementation issues => IPPC IMPLEMENTATION ACTION PLAN

Implementation Assessment • Intensify use of EPER to scrutinise application of the IPPC Directive • Assessment of 30 installations to better understand MS implementation => study • Assessment of environmental benefits of implementation => EEA assessment • Upcoming assessment of “general binding rules” (study in 2006-2007)

  6. Why a Review? Natural part of effective policy cycle 2003 Communication: • Positive reaction and general call for regulatory stability • But room for improvement: coverage, interpretation, legislative interactions • Some call for additional scope for emission trading

  8. Core Objectives An ambitious review while not altering the fundamental principles, objectives and ambition of the present Directive (high level of environmental protection, integrated approach, BAT, permitting …)

Challenges for the Advisory Group • Significant workload expected • Avoid duplication of information requests • Ensure close synergies between studies • Ensure good circulation of information through the use of CIRCA (http://forum.europa.eu.int/Public/irc/env/Home/main?index) • Need active and responsive group

  18. Possible Outputs, Timing? • Conclusion of review in 2007 with long-term vision on industrial emissions control • Legislative proposal if appropriate, based on an impact assessment, unlikely to come into effect until ~ 2012 at earliest • No change in short term, 2007 deadline unaffected!
