Final Report “Local Climate Action Planning Process (LCAPP)” : Agenda Item - Albemarle County BOS September 7, 2011 (no public comments allowed; no “conversation”) • It may be labeled “local,” but this report mirrors Milestone Three of the ICLEI Program/Process • The county staff presentation muddled the terms: energy, emissions, carbon, carbon emissions, greenhouse gas emissions, carbon dioxide, carbon dioxide equivalents, and gave no coherent definitions nor scientific linkages to claimed climate impacts

How Does The County Measure “The Climate”? • These county documents speak of climate stabilization and climate action plans but give no definition of the climate or how the county is measuring it • What has been the measured change in the climate that the county has achieved since 2000?, 2007?

LCAPP Report, Continued • Section 1.0 Introduction and Background: “human induced climate change is occurring” • This is a scientifically meaningless statement; there is no definition of what human activity ( land use? aerosol generation? soot?) • There is no documentation of how much is claimed from human activity and how much is from natural sources • The referenced IPCC admits that there has been no global warming for the past 10-15 years even as world-wide emissions continue to increase

What Next For The LCAPP? • Milestone four of the county-ICLEI five milestone plan is: “Implement the local action plan” • The LCAPP Five-Part Framework “Recommended Next Steps” includes “to inform Comprehensive and other planning efforts” …whose planning efforts? • Implementation of these efforts is presented as voluntary, at this stage • The Thomas Jefferson Planning District Commission is funded by H.U.D to change the County Comprehensive Plan as its stated goal, and to make code changes to enforce them

LCAPP Has Done A Great Job • Their 18 month effort has done an excellent job of educating the public, local industry, and the university that the more energy one uses, the more one’s energy bill goes up • Voluntary measures to reduce energy consumption are directly reflected at the gas pump and monthly gas/electric bill without elaborate and unreliable CO2 equivalent computations by “stakeholder” third parties • It is not a core function of County government to set emission standards for the public
