Why have a Teaching Council? • International/national trend towards regulating occupations involving professionalism, personal trust and individual integrity • Independent statutory body to deal with professional matters in teaching including standards • Strengthen and promote teaching as a profession

The Teaching Council • Governed by Teaching Council Act, 2001 • Established on 28 March, 2006 • 37 member Council • 16 Elected teachers, 6 union nominees, • 4 from Colleges, 4 School management • 2 Parents Associations, 5 Ministerial nominees • Statutory Committees – • Executive, Investigating and Disciplinary • Standing Committees – • Registration, Education, Finance and Audit

  6. Current Roles of Teaching Council • Recognition of Qualifications • Establish and maintain Register of Teachers [70,000 teachers now registered] • Registration Regulations • Code of Professional Conduct • Research Activities • Promote teaching and work of Council

Future Roles • Fitness to Teach matters • Advise on standards of entry to Teacher Education • Review and accredit Teacher Education Programmes (for registration purposes) • Establish procedures in relation to Induction and Probation by 2012 • Advise on professional development of teachers • Advise Minister on relevant matters

Graduate Registration • Consent Form - authorising College to send your qualification details to the Teaching Council • Vetting Application Form - Council sends application to Garda Ventral Vetting Unit and returns results to applicant in Vetting Letter • Character Reference Form – given early so that it can be completed in a timely manner • Graduate Registration Application Form - Will be sent to you by the Teaching Council by August to be completed and returned to the Council with €90 registration fee

  9. Garda Vetting • Vetting undertaken for employment purposes (DES Circular 63/2010) – Each vetting applicant receives ‘Vetting Letter’ with outcome of Garda vetting AND….. • Vetting undertaken for Council’s ‘Character of Evidence’ requirements

Registration and Employment… • Department Circular 0040/2010… “School authorities, as employers, ensure that teachers proposed for appointment to teaching posts for which salary grant is being sought must be: 1. Registered with the Teaching Council in accordance with Section 31 of the Teaching Council Act, 2001 And 2. Have qualifications appropriate to the sector and suitable to the post for which s/he is proposed”
