  9. Think Strategically • Know the basic facts: what, when , how, where and why • Assess performance. • Engage your partners - public and private • Identify, define, and prioritize goals: I.e., set overall direction • Develop a game plan • Get to work • Close the loop

  12. Why a Logistics Council ?

  13. The Council’s Charge… Develop a prioritized action plan delivering tangible benefits to New Jersey citizens and businesses that addresses major challenges facing goods movement in the state.

The Process … • First meeting: Identified issues • Divided into three Sub Committees: Refined issues and proposed next steps • Second Meeting: Reviewed recommendations • Produced report: Summarized priority issues & recommendations • Third Meeting - October 4th, 2004 • Established Extended Hours Task Force • Outlined next steps for several other issues • Work ongoing

Priority Issue Examples… • Enhance the institutional capability for meaningful and continuous planning regarding logistics, freight issues and land use • Attractiveness of brownfields, greyfields, and select greenfields for development of logistics-related uses • Extended hours of operations (off peak).

  22. New Jersey Faces many current challenges… Huge growth in goods movement sector. Existing Infrastructure deficiencies. Operation, logistic, congestion, and mobility issues. Land Issues: Smart Growth, brownfields, and other competing uses / locations Safety/ Security initiatives. Funding constraints and economic development. Public understanding of good movement issues and interrelationships. More… Why do a Statewide Freight Plan?

Current Initiatives Portway Phase I & Extensions Study SDRP process and NJDOT’s own long range plan Comprehensive Port Improvement Plan (CPIP) NJDOT Logistics Council & Truck Task Force Port Inland Distribution Network (PIDN) Rail plans and Improvements (PA and NJDOT) The Cross Harbor Freight Tunnel County and Local agendas More… Why do a Statewide Freight Plan?

  24. Examine key freight/ logistics issues from a systems perspective: issues, constraints, and opportunities. Increase understanding of goods movement in NJ and the supporting infrastructure: Tell the “freight story” clearly Recommend for policies, strategies, and actions. Provide data, analysis and insight to assist decision makers – not just for transportation but land use, economic development, employment, etc… Improve coordination between public and private entities and build a strong foundation for future collaboration and implementation.
