  3. Establish the market conditions necessary for the sustainable development of renewable energy and energy efficiency projects Contribute to improvements in quality of life through sustainable energy services Contribute to the reduction in greenhouse gas emissions Promote effective technology transfer throughout the region GSEII – Regional Energy Sector Objectives Mark Lambrides - REIA

  4. Small island states produce only a tiny fraction of global greenhouse gas emissions Island States are among the most vulnerable to climate change Most island nations are dependent on high-cost fossil fuels Island states are especially suited to utilize combination of modern renewable energy and energy efficiency technologies due to their economic and geographical conditions GSEII - BACKGROUND Mark Lambrides - REIA

  5. St. Lucian Announcement at the COP5, Bonn, 1999 St. Lucian Prime Minister, Dr. Kenny Anthony reiterates commitment, encourages other island states and challenges the world community; at COP6, The Hague, 2000 At COP6, the several international organizations form a consortium and launch the GSEII Financial support provided by Rockefeller Brothers Fund, US DOE, USAID, OAS Dialogue launched with several Caribbean, Pacific and Indian Ocean nations HOW IT STARTED ... Mark Lambrides - REIA

  6. Regional Initiatives Support to Regional Workshops – CARILEC RE Conference; INFORSE Workshop Collaborate with CREDP; Caribbean Energy Efficiency Project; OECS GSEII Activities Mark Lambrides - REIA

  7. Sustainable Energy Project Support Analysis and identification of project opportunities Renewable energy resource assessment (e.g. Dominica wind) Project identification and development assistance (e.g. St. Lucia wind; ESCOs; geothermal) Identification of project financing alternatives GSEII Activities Mark Lambrides - REIA

  8. National Sustainable Energy Policies Energy sector market reform -> facilitate entry of renewable energy and energy efficiency projects Current efforts focus on St. Lucia, Grenada, and Dominica Development of Sustainable Energy Plans and executing policy and regulation GSEII Activities Mark Lambrides - REIA

  9. Key Elements of the SEP: Energy sector baseline Energy sector targets Renewable energy target Energy efficiency goals Fossil fuel consumption reduction objectives Greenhouse gas targets 5 and 10 year horizons GSEII Activities Mark Lambrides - REIA

  10. Key Elements of the SEP, cont.: Propose policies which influence energy generation mix – Renewable Energy Portfolio Standard (RPS) Openness to Independent Power Producers (IPPs)? Capacity building; national RE/EE awareness campaigns GSEII Activities Mark Lambrides - REIA

  11. Key Elements of the SEP, cont.: Creation of a RE/EE Investment Fund National solar hot water heating initiative, including tax incentives, promotion, etc. Catalyze ESCO creation National DSM/EE initiative Transportation sector initiative GSEII Activities Mark Lambrides - REIA

  12. St. Lucia, Dominica, and Grenada St. Lucia SEP approved by cabinet; 2001 “Government sees substantial environmental and economic benefits for St Lucia resulting from sustainable energy development, especially if it involves an environment-friendly indigenous fuel source” St. Lucia Government Press Release http://www.stlucia.gov.lc/pr2001/cabinet_endorses _sustainable_energy_plan.htm Grenada and Dominica: Draft SEPs prepared; currently under review by a broad stakeholder group GSEII – Current SEP Collaborations Mark Lambrides - REIA

  13. Johannesburg World Summit on Sustainable Development (WSSD) September 2002 – St. Lucia, Dominica, and Grenada highlight commitments to become sustainable energy island nations Conference of Parties (COP8) GSEII Outreach Mark Lambrides - REIA

  14. Ensuring access to financing (World Bank, GEF, IFC, PCF, Regional Development Banks, commercial banks etc.) Facilitating national, regional and international investments Project development and business development assistance Prepare project pipeline for integration into CREDP, OECS and other regional initiatives GSEII Next Steps Mark Lambrides - REIA
