  5. General Guidelines for the territorial planning of the Basque Country Las Directrices de Ordenación Territorial de la CAPV - Approved in 1997. - They establish the basic model and criteria that have to be considered by the intermediate territorial planning of each region.

Interest of the ESPON program for the Basque Government • Having reference indicators of European regions as a reference framework to help us define parameters that should be considered in our Spatial Development Strategy. • Benchmarking with other European regions when defining objectives for our Spatial Development Strategy, and also when assessing results of spatial planning policies. • Networking with other regional authorities, building synergies in the field of spatial planning policies (even with neighbor regions). • Improving future possibilities of European funding returns, having a coherent spatial development strategy. • Strengthening scientific capacities in the field of spatial planning through the participation of Basque research centers in ESPON projects.

Spatial Planning outlook and Challenges in the Basque Country • Update of the Spatial Planning Guidelines. • Train connection with Europe and other Spanish regions (and Sustainable Mobility Act). • Integrating Landscape in planning system (future Landscape Act). • Integrating Climate Change in planning system (future Climate Change Act). • Sectorial Planning for agriculture and forestry. • From polycentrism based on the three province capitals towards the Basque cities network (transformation axes). • Urban retrofitting and perimeter limitations.
