Rscope AF9038 Final Coordination Meeting Status of progress with implementing the national self-assessment of the regulatory infrastructure for safety: • Status of the first life cycle (“AMARAP S-A cycle 2010-00”) • Response completed : June 2010 – September 2010 • Analysis completed : October 2010 – February 2011 • Action plan completed : February 2011 • Self-Assessment Report resent to IAEA: Nov. 2013 • Action plan resent to IAEA: November 2013 • Final Report on Assistance received from 9038: sent to IAEA in Nov.2013

Status of progress with implementing the national self-assessment of the regulatory infrastructure for safety: • Scope of Self-Assessment: 9 Chapters • Common Questionnaires (8 Modules), • Safety and Security of Radioactive sources: Code of Conduct (1 Module), • Control of Medical Exposure (10 Modules), • Government responsibilities for Safety (3 Modules), • Emergency Preparedness and Response (16 Modules), • Fuel cycle facilities: Development of Regulations and Guides (4 Modules), • Occupational Radiation Protection (5 Modules), • Public and Environmental Exposure control, Waste Management and Decommissioning (8 Modules) • Transport of Radioactive material (8 Modules)

RAF9038 Final Coordination Meeting Challenges: • Management commitment: good • Training / understanding: National Seminar held 24-25 Nov. 2009 • Personnel: needed more human resources and training • Time: Self-Assessment is a time consuming activity • Technical (software, question-sets): Software and questionnaires not easy to use because they are only in English (limited number of users in non-English speaking countries’ Regulatory Bodies) • External (i.e. cooperation from other organizations, etc.): None

RAF9038 Final Coordination Meeting Project outputs and outcomes: • Findings: a lot of Non or Poor-Compliances, Some questions are not applicable to our case • Benefits: Many shortcomings have been identified • Examples of added-value to the organisation: Licensing and Inspection procedures improved • Notable outcomes (such as improved staff knowledge of the IAEA Standards, unexpected findings, …) : identification of strengths and weaknesses • Lessons learned: Through self-assessment regulatory staff can identify non-compliances with IAEA standards and take actions

RAF9038 Final Coordination Meeting Improvements to regulatory infrastructure: • Implementation of improvements to the regulatory framework – progress: start reviewing regulations (a Decree enacted in Nov. 2006); new staff member recruited; • Changes made in activities / organisation / functioning of the Regulatory Body: Better management in administration and planning, transport facilities (8 vehicles) received (June 2011) for regulatory missions; national budget for some specific training (finance, planning, etc.). • Results of actions implemented to date: new staff recruited (10), a Decree reviewed, etc. • Improvements planned: specific regulations to be adopted (on waste management, transport), staff training, Development of cooperation (US-DOE, Checz SONS, Greek AEC, etc.

  7. RAF9038 Final Coordination Meeting Other project benefits: • Training courses / Meetings: Participation to about 12 events (see Assistance received) including the Mombasa Workshop in December 2012 - Unfortunately, SARIS (Mombasa Workshop) has not been used for a new Self-assessment cycle

RAF9038 Final Coordination Meeting Relevant observations: • Notable good practices to be shared with all participating States: Better to work chapter by chapter (response, analysis and action plan) • Areas of common concern to be addressed in the remaining period (of the project phase): After finishing the cycle better to check the compatibility of answers and analyses to given questions; possibility to skip not-applicable questions without consequences on the assigned marks • Next steps: National Seminar on SARIS, New Self-assessment Cycle using SARIS, taking relevant actions
