ccNSO Update Highlights

This update highlights the organizational, policy, and policy-related activities of the ccNSO (Country Code Names Supporting Organization) in APTLD Busan, August 2011. It includes updates on membership, adoption of ccNSO improvements, council appointments, policy discussions on IDN ccPDP, confusing similarity evaluation, country names as TLDs, interpretation framework, NTIA Inquiry, strategic planning, and finance.

  3. Organisational • To date 117 members of ccNSO • Latest member: .AE ( United Emirates) • Adoption of ccNSO improvements (ccNSO review) • Clarification of roles and responsibilities chair, vice chairs • ccNSO work plan adopted by council • Documentation process ccNSO Statement or position paper

  4. Organisational • Nom Com appointed Hong Xue to ccNSO Council (replacing Jian Zhang)

  6. Organisational Nom Com appointed Hong Xue to ccNSO Council (replacing Jian Zhang) ccNSO Council appointed Jian Zhang to Nom Com ICANN Board Selection Process has been initiated. ccNSO Council election process has been initiated.

Policy and policy related activities: IDN ccPDP • Overall Policy selection of IDN ccTLD’s • Draft Final report completed before Dakar • Description of processes and terms to review of policy to be included • Variant Issue will not be addressed in this policy, but in update. • Inclusion of IDN ccTLD in ccNSO • Main issue still to be addressed: voting mechanism in ccNSO: One vote per member or one vote per country/ territory. • Working group view: tendency to one vote per territory if and only if acceptable and reasonable transition mechanism. • Draft Final report completed before Dakar.

Policy and policy related activities • Guidelines to improve predictability on confusingly similarity evaluation • Relevant for Fast Track and overall policy • Issues relating to evaluation of in particular Cyrillic, Greek and Latin strings. • Study Group on geo-names as TLD’s • Purpose: understand how country names can be used as TLD under ccNSO and GNSO policies. • Paul Szyndler (.AU) appointed chair • Next step: develop typology of names of countries ( for example: official names in official language, historical name for country/territory)

Policy and policy related activities • Framework of Interpretation Working Group • Work Plan developed • Terminology Discussion to align interpretation of WG members • Currently discussion on “Consent” • Note: ccPDP on Retirement of ccTLD’s will be initiated after FoIWG has completed its activities

Ad Hoc and Recurring activities • ccNSO input on Further Notice of Inquiry • FNOI; request NTIA ( USG) on possible changes to the IANA Function Contract • Follow-up on Notice of Inquiry earlier this year • ccNSO submission on Further Notice of Inquiry • Strategic and Operational Planning WG • Input on ICANN Ops Plan and Budget: resulted in re-allocation of US$2 million. • ICANN Strategic Planning started. ccNSO SOPWG will provide input.

Ad Hoc and Recurring activities • ccNSO Finance WG • Purpose: understand expenses ICANN on its ccTLD related activities and propose to ccTLD community acceptable and reasonable model(s) for financial contributions to ICANN • Current status: Sub-groups to look into and evaluate different funding models. One sub-group to look into expenses of ICANN on ccTLD’s. • By Dakar initial overview of merits models and finances.
