Pierce County Job Creation ModelHow we partner Economic Development Board for Tacoma-Pierce County (EDB) • Refers companies to Business Connection • Member of WorkForce Central advisory council • Houses one part-time Business Connection (BC) Team member • BC staff is part of the EDB team • BC staff actively participates with EDB on business recruitment and retention efforts City of Lakewood Economic Development Department • Utilize WorkForce Central as the first and single point of contact for workforce development information and services • Dedicated team to recruit and retain businesses

ROASTERSGreen Mountain Coffee Roasters • Coffee roasting and distribution • EDB’s Role: Resources and incentives • WorkForce Central’s Role : Talent match • Outcomes • 200,000 sq.ft. leased facility • $300,000 initial investment • 136 new jobs with benefits as of October 2010 - increased to 300+ jobs by Fall 2011 • 1,505 applications screened; 301 candidates referred • Over $300,000 saved by company

SOLDIERSPierce County Job Creation Model In ActionJoint Base Lewis-McChord Base Realignment And Closure (BRAC) 2005 mandate: 26 bases to become 12 joint bases • Merger of McChord AFB and Fort Lewis – planning began in 2006 • Joint Base Lewis-McChord (JBLM) completed in 2010 • 4% of state GDP in 2009; $7.9 billion direct spending • 40,000 people have arrived since 2003 and by 2016 estimated 136,000 military connected population will locate at JBLM City of Lakewood Economic Development’s Role: • Advocate for JBLM partnership with local community WorkForce Central’s Role: • Led Department of Labor funding pursuit Outcomes • $4.8 million awarded

ScientistsPierce County Job Creation Model In ActionGeneral Plastics Manufacturing • Supplier to the aircraft and aerospace industry • Economic Development Board’s Role – Link company to resources • WorkForce Central’s Role – Provide customized solutions • Outcomes: • 38 hires over the past five years • Decrease interview to hire ratio from 10:1 to 4:1 • Increased productivity and profit • Over $400,000 saved by company

Lessons Learned • Foundation for success: • Focus on business needs and customized solutions • Single point of contact in the economic and workforce development systems • Reliable, predictable and quality service delivery • Shared common goal • Partners gain deeper understanding of each other’s strengths, resources, and services • Leverage resources to grow jobs and employment opportunities • Partnering increases our overall competitiveness!!!
