  7. Our Responsibilities . . . The agency shall be responsible for all aspects of the planning, development, maintenance and improvement of transportation in the state. (Sec. 13b-3CGS) Our Mission . . . to provide a safe, efficient & cost-effective transportation system that meets the mobility needs of its users State & Federal Mandates

  8. Policy & Planning Oversees inventory of state highway data and performs travel forecasting; conducts and administers various planning studies; and prepares environmental documents, permits and various transportation plans. Aviation & Ports Manages airport and waterway facilities in Connecticut. Engineering & Highway Operations Oversees highway design, construction, and maintenance as well as highway safety programs. Public Transportation Oversees rail and bus services as well as other ridesharing functions. State & Federal Mandates

  9. 2004 Long Range Plan The State’s Long-Range Transportation Plan (LRP) • A federally-mandated policy document (23 U.S.C. Sec. 135) • The federally-recognized transportation plan • for the State of Connecticut • Updated every 3 to 5 years and • submitted to Federal Highway Administration (FHWA) • Covers a 20-year future time horizon State & Federal Mandates-LRP

State Implementation Plan (SIP) • Required for “non-attainment areas,” where certain types of pollutants do not meet federal air quality standards • A plan to reduce emissions of volatile organic compounds, nitrogen oxides, and carbon monoxide to meet federal air quality standards • Identifies how state will attain/maintain the primary and secondary National Ambient Air Quality Standards (NAAQS) outlined in the Clean Air Act • Prepared by ConnDEP • Includes: • Emissions budgets for stationary, mobile, and area sources in Connecticut • Presents strategies for meeting federal air quality standards Congestion Management and Air Quality
