There was no unified accreditation systemin Russia until 2011 • A lot of accreditation systems are supervised by different state bodies • Different requirements and procedures are not corresponding with standards of the series 17000 • The need for simultaneousaccreditation in multiple systems It is impossible to guarantee the competence during the conformity assessment

RusAccreditation has been created in 2011 • RusAccreditation has unified different accreditation systems • More than 100 people are employed in the Central office in Moscow • The were established 7 territorial representations that have 80 employees • More than 500 external experts are being certified and involved by RusAccreditation into the accreditation process • There are more than 10 000 accredited bodies in the unified system

Stages of formation and objectives up to 2017 Stages: 1st stage:1 November 2011 – 1 July 2012 “Organization” 2nd stage: 1 July 2012 – 31 December 2012 “Formation of the intermediate model” 3rd stage: 1 January 2013 – 1 July2014 “Implementation of the intermediate model and formation of the final model” 4th stage: 1 July2014 – 31 December 2016 “Implementation of the final model and international recognition” Goal: • Creation of a professional, convenient, effective, stable and independent accreditation system corresponding to international standards in Russia

Professional accreditation system To know how to work, to work properly, to have the opportunity to perform the work in the proper way Unified approach to learning Traineeship The Federal law has been adopted More than 40 legal acts are being developed Qualitative legal and methodical documents Competent specialists Certification of each specialist Assessment of the work Methodical recommendations for each procedure Participation of EU experts in the examination of documents

Effective accreditation system Ensuring the competence and integrity of conformity assessment bodies The criteria for each type of CABs Documents for each criteria Analytical monitoring of the CABs work Work on incoming complaints Detailed and clear system requirements Detection and prevention of violations Transparencyof conducted work Regular confirmation of the competence Differentiation of violations and responsibility Creating the right motivations

Basic indicators of work in 2013-2014 • RusAccreditation provided more than 8,000 government services • Positive decisions were made in 82% of cases • Conducted control measures in relation to more 5290 organizations • Terminated more than 740 certificates of accreditation • Imposed fines of more than 35 million rubles (about 1 million dollars) for violations identified by RusAccreditation
