What is an Illicit Discharge? • A discharge to an MS4 that is not composed entirely of storm water except permitted discharges and fire fighting related discharges 40 CFR 122.26(b)(2) • Unique frequency, composition & mode of entry • Interaction of the sewage disposal system & the storm drain system - Produced from “generating sites”

EPA Illicit Discharge Detection and Elimination Train-the-Trainers workshop • Cosponsored by EPA and Center for Watershed Protection • Class designed to train-the-trainers • Attendees to offer assistance to answer questions and help communities develop IDDE programs • EPA has not offered much help regarding IDDE requirements • Phase II requirements are vague • Letter sent to NPDES communities endorsing IDDE manual to be used as a guide to develop programs Scan cover of workshop and paste here.

NPDES Program Requirements (Source: 64 FR 68722 – December 8, 1999) • Approximately 5000 Phase II communities • Only 20% have an IDDE program • In 2008 EPA will start the auditing process • Look for an MS4 Auditing Guide coming soon Phase II Requirements: • Storm sewer system map • Regulatory mechanism (e.g. ordinance) to prevent illicit discharges • Must Prohibit, Investigate, Eliminate, and Enforce • Plan to detect & address non-storm water discharges • Education • Measurable goals
