    10. “…Transformation does not depend on highly technical processes, but rather on the participation of citizens. Citizenship must be activated in every area of the public service. In a number of instances, this is provided for in legislation (for example, education and local government) and health (oversight committees). South Africa will enjoy the full benefits of democracy when there is full and dynamic oversight and participation by communities…” (Vision 2030: 429)
