  1. ITU Workshop on “ICT Innovations in Emerging Economies” (Tunis, Tunisia, 28 January 2014) Assessment of the impact of new ICTs on human capital Dr. Prof. Viliam Sarian, Director of Science & Education Center, FSUE NIIR, Russia sarian@niir.ru

  2. Recent ITU study on problems of ICT development • ITU-D SG 2 (Information and communication infrastructure and technology development, emergency telecommunications and climate-change adaptation) • Focus Group “Bridging the Gap: From Innovation to Standards” • Various workshops, e.g. “Future Networks standardization” (June, 2012)

  3. Stages of information society (IS) development

  4. Basis for the 5th stage of IS development • The success in NGNs, WSNs, IoT development and their convergence; • The achievements in the area of cognitive- and nanotechnologies, i. e. public access to positioning and navigation technologies, and also to geoinformational technologies; • Big Data organizing, etc. • Involving “smart things” (ST) and “smart environment” (SE) in the communication process

  5. Problems of the 5th stage of IS development • resources scarcity, • risk society entering, • ecological situation, • man-made environment pressure growth, • the increase of pace of life and population mobility, • globalization processes, demographic problems • extension of social inequality

  6. The 6th Technological Stage • Milliards of new objects – Internet of Things • Customized production and individual consumption development • Raise of production’s flexibility • Sharp decrease in power-consuming and materials consumption • Construction of materials and organisms with preset qualities

  7. ICT development problems of 6th Technological Stage • Standardization gap: low involvement of developing countries in the work on creation new standards and recommendations • Manufacturers do not take into account need of developing countries • Lag between investments and return on them is too long for developing countries (more than technology obsolescence period)

  8. The main obstacle to adopt socioeconomical standards Human capital Mean service provision time, mean time between failures,… Bitrate, time delay, …

  9. Conclusions and Recommendations • Compared to other fields ICT has the strongest possibility of receiving data that can be utilized for social analysis • The 6th Technological Stage brings new possibilities and new problems • For the 6th Technological Stage it is necessary to develop a framework for connection of technical indicators and human capital metrics

  10. Thank you! Dr. Prof. Viliam Sarian, Director of Science & Education Center, FSUE NIIR, Russia sarian@niir.ru
