  2. Introduction: Fisheries Department is one of the oldest Departments and was formed in the undivided Bengal during the British period in the year 1912. The Department involved itself in the multi-dimensional activities for all round development of the fisheries sector in this State. Such activities were aimed at taking various innovative measures, some of which were first introduced in the whole of country, for welfare and socio-economic upliftment of the fishermen community in the State. The State continues to occupy the first position in the country in regard to production of fish for the consecutive 15 years. Bar diagram below show the year-wise increase in fish production as well as production in this State vis-à-vis in the country. The State has the smallest coastline for a length of only 158 km compared to total length of 8000 km coastline in the country. In spite of such limitations, in regard to marine fish production the State occupies the 4th position in the country. A major portion of the marine fish and brackish water fish was exported during the year 2007-08 which fetched earning of foreign exchange to the tune of Rs. 688.00 crore. The fisheries sector in this State contributes about 3.50% of the SDP, next only to agriculture. The annual growth rate is 6%, which is greater than that of agricultural sector (4%). Inspite of several limitations this feat of achievement has been made.

Project Objectives: Following are the objectives of the project: Identification of all water bodies measuring more than 5 catthas in the entire state of West Bengal Creation of an inventory of all water bodies Creation of an inventory of all associated features like road network, fisherman habitat, fishing harbors and other fishery related infrastructures Development of GIS based Fisheries Management System and regular management and monitoring of the same Map World Forum

  5. Project Inputs: Following are the inputs that are being used for the project: High-resolution Quickbird satellite imageries from Digitalglobe Inc. Geo-referenced base maps of all the districts DGPS survey points Fisheries database that is available with the department Map World Forum

Scope of Work: The Scope of Work included: System Requirement Study – A detailed study was conducted by the department to assess the viability of the project, the project data requirement, execution methodology, time frame for completion etc. Formation of Expert Committee – An expert committee comprising of eminent personalities from the field of GIS and Remote Sensing, Surveying, IT experts and domain experts was formed. Sourcing of imageries – We decided on using Quickbird satellite imageries for the project for it’s very high resolution, accuracy and ease of sourcing. Sourcing of geo-referenced base maps – The same was done from the West Bengal State Council for Science and Technology. DGPS Survey – A detailed survey using high precision DGPS is being conducted in order to geo-rectify the imageries. ….. Contd…… Map World Forum

  7. Scope of Work: Geo-referencing of base maps --The base maps i.e. cadastral maps available are on Everest datum and Cassini projection. The Government have since taken a decision for preparing all maps on WGS 84 datum and UTM projection. For this purpose the base maps are being transformed from Everest datum to WGS 84 datum for laying of various administrative boundaries on to the geo-coded satellite imageries. For Geo-referencing work software proposed to be used is ERDAS Imagine Professional or PCI Geomatica. Geo-rectification of images – The Satellite images were geo-rectified using the DGPS survey points. Mosaicing of imageries – The imageries were mosaiced using ERDAS Imagine Professional Image Processing software. Overlaying of vector base maps on images – This was done in order to ascertain the various administrative boundaries like mouza, gram panchayat, block and district. Classification of imageries – Supervised classification was done on the imageries to identify the water bodies. Feature extraction – All other features like roads, fisherman habitats, fishing harbors etc. were extracted from the imageries using feature extraction method. Accuracy checking and checking for missing features – An exhaustive check was done in order to check the accuracy of the classification and the feature extraction process and all missing features were identified and digitized. …..contd….   8. Scope of Work: Creation of GIS-based maps – On completion of all the above activities the GIS maps were created and cartographically composed using ERDAS Vector module. Linking of attribute database – The process of linking of the attribute data for all the features like water bodies, roads, fishing harbor etc would be done using ESRI ArcGIS software. Plotting of GP-wise maps – Color plot outputs would be done for the maps thus created for each and every Gram Panchayat and the same would be handed over to the authorities at the Gram Panchayat level for monitoring and managing the water bodies. Project Output: Maps Gram Panchayat level water bodies map and other thematic maps along with roads, infrastructure details, man-made details etc. Spatial database A structured Spatial database for all water bodies with the items corresponding to collected field data Plot Outputs Plot output of Gram Panchayat wise Colour A0 maps. Project Benefits: • Accurate mapping of the Water bodies can be done. • Use of High Resolution Satellite Imageries will save the time of detailed survey of the water bodies. • Ready reference to fisheries inventory can be availed. • Proper Future planning can be done based on the project output. • Timely access of data and maps from the database.   13. Fisheries Department proposes to set up a GIS / Image Web Server and populate the data on the web thru the same. This would enable the department staff located at various districts / sub-divisions / blocks to access the GIS data and make query on them by using only an internet explorer Future Plan: Map World Forum
