  2. Steel Wire Rod TRQ of 2000 • Quota year was divided into quarters with assigned quota for first three quarters. • Any unused allocation from the first three quarters was available for 4th quarter. • Any amount over quarterly quota was subject to additional duty.

  3. Steel Wire Rod TRQ of 2000 • Over Quota rates were set at • 10.0% for the first quota year • 7.5% for the second year • 5.0% for the third year • The allowable quota was indexed to increase by 2% for years two and three. • New HTS numbers as well as 9903 quota quarter numbers were instituted.

Changes of November 2001 - Imposition of Country Quotas • Effective November 24, 2001, the remaining quota available for the 4th quarter of the current quota year (March 1, 2001 through February 28, 2002) will be allocated as follows: • EU - 28.161% • CIS - 12.616% • Trinidad and Tobago - 16.554% • All other countries - 42.669%

Changes for the 3rd Quota Year • For the quota year beginning March 1, 2002, • quota levels are identical for each of the four quota quarters: • March 1 through May 31, 2002; • June 1 through August 31, 2002; • September 1, 2002 through November 30, 2002; • December 1, 2002 through March 1, 2003.

More Changes for the Third Quota Year • The quarterly quota levels for each of the four regions/countries are as follows: • European Union - 104,987,486 Kg • Trinidad and Tobago - 61,716,789 Kg • CIS states - 47,034,377 Kg • All other countries - 159,076,170 Kg • Any unused quota amounts in any one quarter are lost.

  14. Challenges of 3rd year • Claims for Excluded Products will still need to be verified. • Country of Origin becomes a critical factor and may be verified. • Once the quarter is closed, there is no carry-over to the next quarter.
