  1. PIONEER TRAIL INTERCHANGE STUDY RESULTS Eric v. K. Hill, Ph.D., Chief Consultant Aura Vector Consulting ericvkhill@auravector.com; www.auravector.com

  2. RESULTS • 2005 PIONEER TRAIL INTERCHANGE FEASIBILITY STUDY • Limited in scope: 2 cities • Pioneer Trail interchange Build option: • Decrease in traffic at Dunlawton– 1 vehicle/2 minute • Decrease in traffic volumes on Tomoka Farms Road (S of CR-421) and Glencoe Road – ˂ 2 vehicles/minute • Intersection delay times – 5:03 projected vs. 2:15 actual • Increased traffic volumes: • Tomoka Farms Road (N of CR-421) – doubled –fails • Turnbull Bay Road –almost quadrupled – fails • 2008 - SOUTHEAST VOLUSIA REGIONAL TRANSPORTATION STUDY (SVRTS) – Identify deficiencies – Determine solutions • Comprehensive: 3 cities + southeast Volusia County • A Pioneer Trail interchange would cause I-95 and Turnbull Bay Roadtofail • Dunlawton fails with or without Pioneer Trail interchange • But Scenario B-2 – best solution – includes Madeline and Park Avenue interchanges but no Pioneer Trail interchange

  3. CONCLUSIONS • Pioneer Trail interchange project: • Is not a “viable alternative to the already congested” Dunlawton Avenue interchange • Harms the regional transportation system by causing failure of I-95 and Turnbull Bay Road • No development is curtailed without this project – all developer rights remain • Interchanges at Madeline and Park Avenues would improve the regional transportation system

  4. RECOMMEDATIONS • Based on technically correct 2008 SVRTS results: • Vote “NO” on Pioneer Trail interchange project • Backfita Madeline Avenue interchange onto the 2035 Long Range Transportation Plan
