Second Meeting: 20 & 21stFebruary 2024 TASK FORCE ON AUTOMATED VEHICLE CATEGORISATION (AVC) Topics for discussion and prioritisation Please note: this presentation was amended on screen during the 2nd meeting of TF-AVC (Feb 2024). Changes that were made in the meeting can be seen in red text in this presentation.

  2. Topics for discussion and prioritisation (1) Topic Automated Vehicle sub-category (e.g. A – as per OICA proposal) Notes Priority High Possible consensus, sub-category of M, N and [L?]? Possible consensus, follow existing categorisation for M and N? - Should we have 2 or 3 sub-categories of M and N? (designed primarily for the carriage of people e.g. M and designed primarily for the carriage of goods, WITH passengers ,e g. N and/or designed primarily for the carriage of goods, WITHOUT passengers o? E.g. N - definitions and nomenclature - should this include all vehicles fitted with an ADS? i.e. definition used in UNR79/13/13-H? - alignment of R.E.3 and S.R.1 - may have manual driving controls for emergency/maintenance use, not nominal operation. Possible consensus to include? - are vehicles sufficiently distinguishable from vehicles without an ADS system, technical requirements. - requirements for administrative considerations? - Should vehicles which issue transition demands be included? (we can already have approvals to these types of vehicles, e.g. ALKS). - How would we define dual-mode? - Should we keep the definition at a high level? – allow clarification in the ADS regulation? Dual-mode sub-category (e.g. D) High - only the ADS is limited in speed - example linked to AVP, minor use cases (limited ODD) - would there be high initial demand for this type of vehicle? - is this sub-category needed at all? Dual-mode, low-speed sub- category (e.g. Z) High/low? AVC-02-08rev1 2

(domestic frameworks) - 1 or 2 sub-categories? - Speed boundaries, alignment with existing boundary of 25 km/h? - consideration of traffic flow? 32 km/h? - most proposals consider low-speed High Automated vehicles with standees - <9 seats with standees, not unique to AVs - M2 reduced requirements, danger for small/light vehicles - M1 could have a new sub-category for AVs? - M1 requirements should not be changed - Need for a UNR for small shuttles, similar to R107? Topics for discussion and prioritisation (3) Topic Notes Priority L-cat automated vehicles Industry: - Not the most urgent, addressed in a 2ndstep - Complex categorisation, concept of quadricycle is not harmonised - 2-wheel classification, create false expectations for the market TBC - 3 or 4 wheel goods only vehicles may be the first application - Do these need to be L-cat? Sub-categories? Under M/N? - Specific use cases/needs? - Should this be classified in R.E.3/S.R.1? - Consideration from CPs domestically Remote driving/operation low Delivery robots - Should this be classified in R.E.3/S.R.1? - Consideration from CPs domestically - Speeds?
