  1. Update in Missouri APRN Political Status

  2. Missouri Issues • Smith Jacobs (2013) identify Missouri as the most restrictive state in the union. • States with restrictive NP practice have lowered health outcomes. • States with restrictive NP practice have exodus of primary care practitioners. • Missouri has 109 of 114 counties with underserved areas.

  3. Missouri issues • Process: • Move the ability to assess, diagnose, treat and prescribe from the medical statute (334) to the nursing statute (335). This is the intent of SB654 (Wallingford) and HB 1491 (Lichtenegger) • The intent of SB 700 (Sater) and HB1481 (Rowland). • Remove the barriers of mileage, 2 week patient follow up and allow chart review without physician present. • .

  4. Other Bills • HB 1837 Gardner & Swan…will reimburse telehealth with MOHealthnet. • HB 2074 White & Cox….electronic death certificate.

  5. Onerous bills • SB 847 Schaaf “assistant physician collaborative practice arrangements” • HB 1842 Frederick “assistant physician collaborative practice arrangements” • Missouri is one of two states that passed Community Paramedics last year. • Tort reform is the physician’s dominant issue.

Federal Issues • Contact Senator McCaskill and Blunt Contact your congressman/woman to cosponsor H.R. 3833. • Encourage your Members of Congress to co-sponsor the Home Health Care Planning Improvement Act of 2013 • Urge your Members of Congress to Support the Veterans Health Administration (VHA) Plan to Recognize NPs Ability to Practice to Their Full Scope
