  3. 1540 PROGRAM OVERVIEW

  4. The 1540 Program at CICTE focuses its work in these key areas:  1) Outreach activities; 2) Legislative assistance; 3) Strengthening of operational and technical capacities; 4) Assistance in drafting national action plans; 5) Assistance in carrying out peer review exercises

  5. Highlights of our work in 2018: National Action Plans OAS/CICTE has worked with Guatemala, El Salvador Panama and Uruguay to draft National Action Plans to complement existing national legislative frameworks for combating the proliferation of weapons of mass destruction. Panama and Uruguay have already submitted those plans to the Committee.  Peer Review OAS/CICTE assisted Chile and Colombia throughout the preparatory process leading up to the successful peer review exercise between the two countries, and participated in the two country visits.

Capacity building and outreach: SUBREGIONAL CONFERENCE ON 1540 IMPLEMENTATION AND NATIONAL ACTION PLANS FOR SICA MEMBER COUNTRIES  Panama City, October 2017 REGIONAL CONFERENCE ON THE PREVENTION AND FIGHT AGAINST TERRORISM AND THE PROLIFERATION OF WEAPONS OF MASS DESTRUCTION AND THEIR MEANS OF FINANCING IN LATIN AMERICA AND THE CARIBBEAN Panama City, February 2018 SUBREGIONAL CONFERENCE FOR MERCOSUR MEMBER AND ASSOCIATE STATES ON THE STRENGTHENING OF BORDER AND CUSTOMS CONTROLS AND INTERNATIONAL AND REGIONAL COOPERATION TO PREVENT AND COMBAT TERRORISM AND PROLIFERATION OF WEAPONS OF MASS DESTRUCTION AND THEIR MEANS OF FINANCING Montevideo, Uruguay, March 2018 NATIONAL WORKSHOP ON STRATEGIC TRADE AND RISK ANALYSIS TECHNIQUES FOR THE DETECTION AND PREVENTION OF ILLICIT TRAFFICKING OF RADIOLOGICAL AND NUCLEAR WEAPONS AND DUAL-USE MATERIALS Mexico City, March 2018

  7. Upcoming activities • Regional 1540 event focusing on national action plans to be held in spring of 2019 • Will work with Colombia, Jamaica, Panama, Paraguay and Uruguay. These hese countries have a strategic regional value in terms of trade and commerce, and have expressed their interest in advancing efforts in the following areas:  • 1. Legal matters: proliferation related offences and their means of financing, strategic • trade legislation and national control lists • 2. National action plans  • 3. Several national and subregional workshops, including on the prevention of • biological threats, which is an area that is receiving heightened interest in our • region. • Furthermore, we hope to assist 4 countries to carry out an additional 2 peer review exercises in the region.
