Initial Situation - 1 • obvious accumulation of security relevant incidents, especially in the lower divisions • subject „Security at Football“ in the focus of public interest • difficult situation for the DFB and its associations because of the high medial response • comparison of regular competition with the Worldcup 2006 not possible • no reliable facts / figures / data • amount of criminal procedures in the 1. & 2. League on the highest level (+70% compared to the multi annual average) • especially an increase of criminal offences “on the way to the stadium” • amount of criminal incidents in the lower divisions differ from region to region regionally in the lower divisions, but each on a constant high or low niveau • totally other perception of the public Helmut Spahn – Chief Security Officer AG Major Sport Events / Brussels - 15.03.2007

Initial Situation - 2 • violence, racism and xenophobia basically no problems of the football sport • efficient public appearance of social problems on the football grounds • football in a „victimhood“ • The Football will no and cannot ignore or trivialise problems or incidents which occured in the last weeks. • The Football as biggest integrative force in the sports division and the sportpolitical division – the football comes up with this responsibility. Basic Targets & Tasks of the Task Force - 1 • implementation of an information system • analysis of the responsible boards and commissions • close and faithful cooperation with the regional associations • coordination of actions preventing violence and reinforcing integration • support of the sport courts • special support of clubs that are especially affected by violence and racism • support of and assistance for the clubs regarding their security management • inspection of the stadia regarding security quality within the criteria of the admission and approval procedure • close cooperation with governmental authorities and other organisations and institutions regarding security, violence prevention and the engagement against racism Helmut Spahn – Chief Security Officer AG Major Sport Events / Brussels - 15.03.2007

Short-Term Actions of the Task Force • evaluation & documentation of all existing actions (incl. preventive actions) in the area of interest and subjects of the Task Force • creation of an overview with security and safety incidents from all leagues and divisions for currently and regulary adjustments / recordings • creation & development of a catalogue with recommendations and guidelines for clubs with frequent safety- and security problems • support, consultation & steering of affected clubs • inspection of the technical and organizational requirements, especially regarding the future authorization procedure • safety & security improvements inside the stadia and match sites due to the consequent consideration and implementation of existing instruments, guidelines and specifications • quality improvements for the security and stewarding service through inspection and if necessary through adjustments of the deployment concepts • improvement of the club cooperations • target-focused and active press and public relations actions Helmut Spahn – Chief Security Officer AG Major Sport Events / Brussels - 15.03.2007

  17. Catalogue of Measures after the incidents in Leipzig • intensive attendance & support of matches of the 1. FC Lokomotive Leipzig through the DFB • inspection of the stadium infrastructure • attendance of a DFB–representative at the security meetings • checking of the security conception through the DFB • Attendance of a DFB-representative at selected matches • alcohol ban • checking of the stewarding conception (quality, quantity) • guidelines and support for the stadium speaker • obligatory implementation of a security meeting on match days with following participants: club (home and guest), police, referee, stewarding service, city / local authority, medical / rescue services, stadium speaker etc. • stewards from the own club for attendance at away matches Helmut Spahn – Chief Security Officer AG Major Sport Events / Brussels - 15.03.2007

  18. Compulsory for Achievement of Targets: • one common task for all involved parties • necessary understanding from all involved parties that there is not one ideal solution • all involved parties must appear and act as one • some general conditions cannot be changed • there won´t be a society without violence and therefore football sport free of any violence is an illusion • media plays an important role for opinion formation and therefore the media should not be use as plattform for discussing internal different points of view  The solution must be a balanced package of preventive and repressive measures, paired with the realisation of lived integration and tolerance!
