  3. What is STOP? The STOP (Services*Training*Officers*Prosecution) Program was authorized under the Violence Against Women Act of 1994 (VAWA) and reauthorized and amended by the Violence Against Women Act of 2005 (VAWA 2005).

  4. Recovery Act STOP - VAWA Funding The American Recovery & Reinvestment Act of 2009 (“Recovery Act”) was signed into law on February 17, 2009. Missouri received approximately $2.6 million in additional VAWA funding to be spent over the duration of 22 months.

  5. Continue – Remaining Funding • Courts - $119,520 • Law Enforcement - $339,656 • Prosecution - $142,760 Recovery STOP – VAWA II Time Frame • 16 Months

  6. Primary Purpose of STOP To encourage the development and strengthening of effective law enforcement and prosecution strategies to address violent crimes against women and the development and strengthening of victim services in cases involving violent crimes against women.

  7. Objectives of RecoveryAct VAWA Funding In order to promote economic stimulus the Recovery Act VAWA grant awards will primarily focus on the preservation and creation of jobs. Funding will also be considered for equipment, supplies/operations, and travel essential to the fulfillment of job duties.

  8. Statutory Fund Allocation Funds must be distributed to certain priority funding categories: Courts 5% Discretionary 15% Prosecution 25% Law Enforcement 25 % Victim Services 30% Culturally Specific 10% of the 30%

  9. Eligible Applicants Public Agencies Certification of consultation with victim service programs Nonprofit Agencies Must submit proof of nonprofit status Law Enforcement Officers Certified UCR Compliance

  10. A DUNS Number is required Applicants must include a DUNS (Data Universal Numbering System) number in their application. Applications without a DUNS number will be considered incomplete!   11. A CCR Number is also required Applicants for federal financial assistance are required maintain current registrations in the CCR (Central Contractor Registration) database. The CCR database is the repository for standard information about federal financial assistance applicants, recipients, and sub-recipients. Please note, if your agency has previously registered with CCR you must update or renew your CCR registration at least once per year to remain active.

  12. Compliance Eligibility Comply with Federal Rules which regulate grant Comply with State Criteria Maintain Civil Rights information Comply with Non-Discrimination requirements Comply with Federal Fair Labor Standards Act Provide access to services for persons with Limited English Proficiency

  13. Eligibility Forensic Exams Cannot require participation in criminal justice system or cooperation with law enforcement Polygraph Cannot require of sexual assault victim as a condition for proceeding with criminal investigation

Eligibility Court Records Identifying information must be removed prior to public disclosure Confidentiality May not release identifying information without written release unless required by statute or court order Service Standards Comply with the Missouri Coalition Against Domestic & Sexual Violence (MCADSV) Service Standards and Guidelines.

  15. Supplanting State and local public agencies cannot use STOP funds to supplant existing funds Applies to political subdivisions only Cannot use STOP funds to replace agency funds already used for the same purposes If funding has been lost you must document that in the application

  16. Allowable Services Personnel, training, technical assistance, evaluation, data collection, and equipment costs to enhance apprehension, prosecution, and adjudication of persons committing violent crimes against women. Enhance services that meet the needs of women victimized by violence.

  17. Allowable Services Civil Justice Assistance Funding is allowable but is limited to situations that bear directly and substantially upon criminal justice matters or are intertwined with criminal justice matters Legal assistance to victims attempting to obtain civil protection orders may be supported with STOP funds because it is consistent with the overall intent of the statute.

  18. Allowable Services Children’s Services May support complementary services for victims families Batterer’s Intervention BIP may be supported if the intervention is part of a graduated range of sanctions, and uses the coercive power of the criminal justice system to hold abusers accountable

  21. Ineligible Costs/Services Relocation Expenses Cost of sending individual victims to conferences Activities exclusively related to crime prevention Construction Costs Real Estate Acquisition Large Items of Equipment Professional Dues, subscriptions, memberships Bonuses or commissions

  22. Match Not Required Match is NOT required for the Recovery Act VAWA grant

STOP Purpose Areas Training to identify and respond to violent crimes against women Developing, training or expanding specialized units that target violence against women Developing and implementing policies, protocols, orders and services Developing, installing, or expanding data collection and communication systems

  24. STOP Purpose Areas Developing, enlarging, or strengthening victim service programs Developing, expanding, or strengthening programs that address stalking Support of a formal or informal statewide multidisciplinary effort Training of sexual assault forensic medical personnel examiners

  25. STOP Purpose Areas Providing Assistance to victims of domestic violence and sexual assault in immigration matters Maintain victim services while supporting new services for victims and their families Jessica Gonzales Victim Assistants

  26. STOP Purpose Areas Developing, enlarging or strengthening programs to assist law enforcement, prosecutors, courts and others to address the needs of older and/or disabled women who are victims of domestic violence or sexual assault Crystal Judson Domestic Violence Advocates

  30. Completing the Application Putting your application together Submit all required forms and budget pages Submit narrative work program Submit 2-5 Letters of Collaboration or Memorandums of Understanding

Required Forms Application Summary Report Gives contact information, use of funding, number to be served, and project summary Application for Funding Authorized Official and Project Director cannot be the same person Board Chairpersons address should not be agency address Dollar amounts should match budget pages Budget Forms All items must be itemized on forms These requests will be detailed in the Budget Justification of the narrative

Required Forms Personnel Budget Form Personnel working on this project (federal or local $) Note the additional column for “new” or “retained” position Show ACTUAL monthly salary In % on Grant, use % of eligible time or % of salary actually funded through grant Fringe benefits must be itemized & prorated based on % Personnel Information Form Required if submitting Personnel Budget Form Details the experience and responsibilities of requested personnel

  33. Required Forms Travel Budget Form Actual costs will be reimbursed after travel has occurred Mileage calculated at approved agency rate not to exceed the state rate of .52 cents per mile Approved agency travel policy must be submitted

  37. Narrative Work Program Requirements Use Plain White Paper Identify each section of the narrative using the outline provided Use type no smaller than 12 point No more than 16 pages

Narrative Work Program History of the Agency Statement of the Problem Give current local statistics for each county/city served Goals and objectives A Goal is a broad based statement which reflects an overall end result you are trying to obtain An Objective is something you are going to do. Objectives must be measurable

Narrative Work Program Evaluation Procedure Determination of project effectiveness Include description of data collected Should tie to goals and objectives Type of Program Outline services to be provided including: definition of services, who will be performing services, how they will be provided, who will benefit, explain compliance w\MCASDV service standards.

  40. Narrative Work Program Proposed Service Area Coordination of Services Consultation with Victim Services Identification of Matching Funds Identify line items and amounts Identify source Identify number of on-call volunteer hours

Narrative Work Program Budget Justification Justify need for requested items For retained positions, proof must be provided detailing a loss of funding Explain why VAWA should fund them Supplanting Number of Victims to be Served Number you anticipate serving with this project Use previous years statistics to support numbers

  42. Narrative Work Program Report of Success Required for current subgrantees (unless using renewal process) Restates current goals and objectives with results to date listed under each one If not currently funded, but an existing project you should still report on your success Use actual numbers along with percentages

  43. Submission/Review Applications are to be postmarked by September 11, 2009 or, if hand delivered, received by 4:30 pm on September 11. 2009 If using an agency meter must be received by September 11, 2009 Full Application should be submitted with an original and 2 copies

  44. Review Applications received for competitive bid will be subject to this review process Applications will be scored based on meeting certain evaluation criteria and overall quality of the application

  45. Review Application will be reviewed by a panel of individuals in DPS as well as a panel of outside readers Outside readers cannot have a financial interest in STOP funds Application will be reviewed as it is received, additional mailings will not be added to the application Applications, or portions of, received after the deadline will not be reviewed
