LEASE ACQUISITION • Magnitude of Effort • Leasing is on on-going administrative effort requiring vigilance and direct effort to control. • Failure to input data on a timely basis leaves gaps in your data. Currently, we rely of FIMS data to provide the Department with budget rental estimates. • Failure to process expiring leases in a timely proactive manner can severely impact the site’s operation and place the CRS in a precarious position. LEASE ACQUISITION • Role of the Certified Realty Specialist • Process new and expiring leases currently in FIMS • Oversee the leasing by contractor personnel for “review and approval” as specified in Real Property Asset Management (DOE O 430.1B) • Play an active role in the management of property where the Department has a leasehold interest, or is out-granting Department property • Insure that all actions in process are scheduled and tracked. • Insure that completed actions are entered into FIMS to maintain data integrity.   9. LEASE ACQUISITION • At a recent meeting of the FPRC Asset Management Group, OMB gave an update of the leasing initiative. The working group met and is developing an initial list of questions to be addressed, including the following: • What data is available and how should the data be used? • How can agencies quickly identify leases available in the Federal market? • How can agencies evaluate the reasonableness of lease costs? • Corollary Question: How can GSA leasing data be shared amongst Federal agencies? • How does the lease delegation process impact lease management? • Which leases (office, warehouses, laboratories, hospitals, should this initiative target? • Is GAO most interested in addressing leases for office space? • The group pointed out the difficulties involved in analyzing lease information due to the lack of basic lease information in the FRPP database, such as lease terms. The committee asked the working group to explore the pros and cons of adding data elements to the FRPP in the future. • -Next steps for this initiative were discussed • Short-term: • Identify other agencies for participation: • Generate leasing data from the Federal Real Property Profile (FRPP) database • Long-term: • Establish government-wide performance goals and targets • Measure progress towards improving the management of Federal leases • Revise GSA’s lease delegation program to improve lease management • The group agreed to set a goal of September 30th to accomplish the long term steps.
