Technological Disadvantage • Lack of or inability to acquire skilled personnel to drive the development and implementation of strategic IT • Tendency to allocate little in the way of fiscal resources to IT development ultimately preventing the large scale implementation of IT • Limited capacity for internal maintenance of systems that are implemented.

Our Research - Constraints • Organizational structure fluid, volunteer and stakeholder influenced • Leadership often transient and focussed on stakeholder management, not IT-savvy • Lack of appropriate performance management initiatives • Funding models tend to be specific and inhibit innovation • Presence of cultural barriers within the organization, esp. lack of digital literacy

Simply possessing it is of no benefit • Benefits arise when IT lets people do things differently, by being more effective in the use of information • Only business managers can trigger benefits. IT specialists cannot help you with this • The goal of any objective should be a positive outcome that delivers explicit benefits to the organisation • To be achieved, IT benefits must be actively and continuously managed, until achieved or abandoned
