  2. Latin America Telecoms Market: Trends and Forecasts 2013–2018 Regulation is a key risk for mobile voice prices in Brazil, Chile, Colombia and Mexico, but the outlook for data services is solid because Smartphone take-up is running ahead of expectations, and many fixed broadband markets are still underpenetrated. Mobile handset data and fixed broadband will account for 90% of retail revenue growth in Latin America Telecoms Market(LATAM) during 2013–2018. Operators are likely to continue to encourage customers to upgrade mobile devices with targeted campaigns, handset subsidies, and voice, SMS and data packages, which will drive Smartphone penetration to 57% of handsets in the region by 2018. LTE services are available in six of the seven countries that we have modelled individually, but we expect Brazil to have the highest take-up of LTE connections in the region in 2018. Mobile voice services in LATAM face increasing pressure because regulatory changes – mobile termination rate reductions, new mobile virtual network operators (MVNOs), mobile number portability (MNP) and spectrum – will stimulate competition, which will drive down retail prices.
