  12. 期刊计量指标：谁关心什么？ 图书馆关心:论文数，总引用 反映了入藏的信息量和读者总数 出版商关心:论文数，影响因子 关系到市场（出版的信息量和近期读者数）作者(科学家)关心:总引用，半衰期 单篇论文的影响是否广泛而且经久不衰

  14. 影响因子 vs 五年影响因子 影响因子（ T年）= T年里对前两年论文的引用次数 / 前两年（T-2和T-1）发表的论文数 5年影响因子（ T年）= T年里对前五年论文的引用次数 / 前五年（T-5到T-1）发表论文数 五年影响因子部分反映了论文影响是否持久（质量），使出版商和科学家的不同关心得到一点平衡。

  15. 建议：五年对外影响因子 • 如何衡量或要求中国（出版社和专业学会等）主办的外文刊物在完成‘对外传播中国科学成就’这一任务上达到的业绩？ • 影响因子？导致短期行为 • 五年影响因子？如果存在严重的《孤岛》成分，国内引用占比例很高（50%乃至80%），则可能背离‘对外传播’的初衷 • 5年对外影响因子（ T年）= • T年里境外作者对前五年中国作者论文的施引论文数 / 前五年（T-5到T-1）中国作者发表论文数 • 【注】把施引次数改为施引论文数，主要是因为便于（？）从现有数据库查找。在不同学科领域里单篇论文的平均引文数量差别较大时，可以起到归一化的作用。

  19. 结论：抛砖引玉 请主管部门领导，期刊界专家研究： 1. 衡量中国主办的外文刊物，重在‘对外传播中国科学成就’，对不对？ 2. 用统计境外人士的引用次数（或施引文献数）衡量‘对外传播’，合适吗？ 3. ‘境外影响因子’合理吗？‘五年对外影响因子’对大部分学科合适吗？ 用比较合理的指标去考查和要求，有利于引导我们正确地办刊，避免出现盲目或虚假。
