  2. THE NORWEGIAN MODEL: • In 1994 GOVERNMENTAL LEGISLATION ON COLLECTING AND RECYCLING OF TYRES FOR PRODUCERS AND/OR IMPORTERS OF TYRES • THE FIRST EXAMPLE OF PRODUCERS RESPONSIBILITY • A BASIC FACTOR FOR THE SUCCESS IN NORWAY

OUR FRAMES: - FRAME AGREEMENT WITH THE MINISTRY OF ENVIRONMENT - ASSOCIATIONS IN THE TYRE TRADE TOOK THE CHALLENGE AND RESPONSIBILITY - ACTUALLY NO RESPONSIBILITY FOR HISTORICAL STOCK OF SCRAPPED TYRES, BUT WE ALSO TOOK THIS CHALLENGE - AND “CLEANED THE COUNTRY” (5-YEARS PROGRAMME 1994-1999) - FINANCING OF COLLECTIONAND RECYCLING BY FEE SYSTEM PAID BY THE CONSUMER

COMPANY’S ORGANIZATION: - WHO OWNS THE COMPANY NORSK DEKKRETUR AS (According to market shares and producers responsibility) - TYRE IMPORTERS ASSOCIATION 75 % - VEHICLE IMPORTERS ASSOCIATION 25 % (In Sweden – vehicle manufacturers or importers are not participants in the company) - COMPANY’S MISSION: - ORGANIZING AND MONITORING THE SYSTEM/FRAMEWORK OF COLLECTION AND RECYCLING OF SCRAPPED TYRES.

  5. NORWAYGEOGRAPHICAL AND LOGISTICAL CHALLENGE NORWAY - LONG COUNTRY – 3500 KM - DENSILY POPULATED AREAS (VALLEYS, FJORDS, MOUNTAINOUS AREAS) SOLUTION: 2 MAIN DEPOTS   TRUCK TRANSPORT

  6. FRAMEWORK – COLLECTION AND RECYCLING SYSTEM - CONTRACT WITH ONE MAIN OPERATOR - RAGN-SELLS AS (SAME COMPANY IN NORWAY + SWEDEN) - SUBCONTRACTORS IN 20 COUNTIES IN NORWAY

  7. FRAMEWORK – COLLECTION AND RECYCLING SYSTEM (2) - COLLECTING SCRAPPED TYRES FROM 4000 COLLECTING POINTS   - TYRE DEALERS   - GARAGES   - VEHICLE DISMANTLERS (ELV’S)   - MUNICIPAL WASTE COLLECTION/SORTING PLACES - RECYCLING OF TYRES

  8. PRODUCERS RESPONSIBILITYAGREEMENTS - AGREEMENT WITH TYRE IMPORTERS / VEHICLE IMPORTERS - NORSK DEKKRETUR IS TAKING OVER THE IMPORTERS RESPONSIBILITY TOWARDS THE GOVERNMENTAL REGULATION. - IN RETURN – IMPORTERS ARE CHARGING AN ENVIRONMENTAL FEE – PAID TO OUR COMPANY TO FINANCE OUR ACTIVITY

  9. ENVIRONMENTAL FEES - PASSENGER CAR TYRES NOK 12,- / EUR 1,50 - TRUCK TYRES NOK 75,- / EUR 10,- OTHER TYRE CATEGORIES UP TO NOK 450,-/ EUR 60,-  - OUR MARKET SHARE – 90 % - COLLECTION RATE – MORE THAN 100 % (Due to freeriders.)

  10. R & D – TYRE RECYCLING - ACCORDING TO GENERAL CONTRACT, R & D AND RECYCLING IS OPERATORS RESPONSIBILITY BUT:   WE FEEL ALSO PARTLY RESPONSIBLE BY COOPERATING IN R & D-PROJECTS (ORGANIZING AND FINANCING) ELSE:   “KEEP THE RADAR ON ABOUT ACTIVITIES/ SOLUTIONS WORLDWIDE”
