  1. Regional ITU Consultation on Conformance Assessment and Interoperability for the Africa region(Nairobi, Kenya, 30-31 July 2010 ) A FIFA Soccer World Cup 2010 case study Paul Inglesby, Telecoms/ICT Consultant South Africa

  2. Background information • South Africa chosen to host the 2010 FIFA World Cup • South African Government signed contracts and provided guarantees to ensure that the event would be successfully executed • The government requested Telkom to ensure that the bandwidth that was required will be available for FIFA 2010 ICT requirements • Contract signed between DoC and Telkom to provide the infrastructure at the stadiums

  3. The football challenge - building a next generation network for the World Cup 2010 FIFA Confederation Cup and WC2010 critical timelines • Events considered in the scope of the IT Solution which required a formal operations support plan: • Preliminary Draw November 2007 • Confederations Cup June 2009 in selected stadiums • Final Draw December 2009 • Team Workshop April 2010 • Referee Workshop April 2010 • FIFA Congress June 2010 • World Cup Finals 11 June through 11 July 2010 in ten stadiums Aug 2008 LOC Office Operations June 2009 Confederations Cup Nov 2007 Preliminary Draw Dec 2009 Final Draw Apr 2010 World Cup 2008 2009 2010 Jul 2009 IT&T Solution Evaluation Apr 2010 Global Integration Testing & Team/Referee Workshops

  4. The FIFA combined IT&T communications requirements • The communications requirement at the IBC and earmarked Stadiums for the FIFA 2010 World Cup matches can be broken up into (2) two groups: • Basic telecommunications infrastructure (WAN), and • Venue distribution and access systems (LAN). • Strict rules apply to how the services should be provided, e.g. • 99.99% availability • End-to-end service and performance management • Dual homing • Communications requirement at an Earmarked stadium and the IBC only differ in scale

  5. Example of initial network infrastructure action points/tasks/critical timelines The football challenge - building a next generation network for the World Cup 2010

  6. Example of FIFA Configuration Cup action points (Aps) Satellite Earth Station Testing of Video Network Operations Centre NOC Testing of Network and Config of Services Network Equipment complete Installation of Rooms at Stadiums Confederations Cup Start Mid March Mid April Mid June2009 End Feb2009

  7. The football challenge - building a next generation network for the World Cup 2010 Where do you want your FIFA 2010 HD-TV feeds?

  8. Conformance testing and interoperability (C&I) challenges • Statement of Compliance(SOC) with standards • Always fully comply on a standalone equipment basis • Multi-vendor environment • Interoperability takes time and effort and becomes costly and delays the end-to-end services and performance testing procedures

  9. Universal services provisioning infrastructure Provisioning for the required video feeds are made by the dedicated NG-SDH and WDM infrastructure Any other basic communications service requirement, from Analogue telephony to High speed wireless LAN connectivity, is provided for by Telkom’s IP based NGN network. Remote Ethernet Switch

  10. Conformance testing and interoperability (C&I) challenges • Interoperability challenges between IMAX (Multi-Service Access Node) and the Softswitch in a multi-domain environment • Network operator is expected to resolve the interoperability and systems integration issues/problems • A global C&I program which is acceptable to the entire ICT industry is required

  11. Network Solution Regional Network Regional Network Regional Network National Network Regional Network Regional Network Regional Network Primary Telkom Regional Exchange

  12. Regional and National networksresilience, auto restoration and manageability Telkom National Network enhancements • Overhead fibre replacement to reduce “accidental” fibre/route damage & ensure network stability • “Legacy” DWDM replacement – gearing for 10Gbit/s service capability on National Network • Regional network enhancement – providing managed capacity & consolidated network infrastructure • Intelligence – managed control of restoration schemes across multiple fibre routes ASTN Grooming Node Transparent Lambda Handover LH DWDM Metro/Regional Direct Fibre Connectivity International Link FIFA 2010 Stadium Polokwane 2 Polokwane 1 Nelspruit 1 Rustenburg 2 Rustenburg 1 Pretoria 2 Nelspruit 2 Pretoria 1 Johannesburg 3 Johannesburg 2 Jo’burg 1 KP SAT-2 PC Bloemfontein 1 Upington Kimberly Bloemfontein 2 Mtunzini SAT-3 Durban 2 SAFE Melkbos Strand Port Elizabeth 2 Durban 1 Port Elizabeth 1 Cape Town 2 Cape Town 1 SAFE

  13. Conformance testing and interoperability (C&I) challenges • Minimised C&I issues/concerns by adopting a single vendor strategy for national/regional optical fibre transport technology platform • Not the most optimum solution from a Total Cost of Ownership (TCO) CAPEX+OPEX+ all other hidden costs perspective

  14. Communications Architecture for FIFA 2010 – high level model Hotel, Press Office, Media Centre,… Redundant Fibre Connectivity Redundant Fibre Connectivity Redundant Fibre Connectivity Stadium Backup Wireless Connectivity Backup Wireless Connectivity Backup Wireless Connectivity Telkom Current & NGN Services Networks utilised for standard Communication Services Voice Fax Internet Voicemail Video Conferencing Call Forwarding … International Telkom Services and IP Networks IBC Telkom Transport Network High Definition Contribution Video Dedicated DWDM Infrastructure utilised for Video Distribution

  15. Conclusion • Support and adopt a global C&I program which is acceptable to all ICT role players • Ultimately need to reduce Total Cost of Ownership (TCO) with more affordable ICT services for all and in particular in developing countries
