  3. What is the NSDI ? National Spatial Data Infrastructure - Presidential Executive Order 12906 defines the NSDI as “ the technology, policies, standards, and human resources necessary to acquire, process, store, distribute, and improve the utilization of geospatial data.”

  4. NSDI Vision “ Current and accurate geospatial data will be readily available on a local, national and global basis to contribute to economic growth, environmental quality, stability and social progress.”

NSDI Partnership Office Oversees the portfolio of national geospatial programs for which the USGS has responsibility, including: • Federal Geographic Data Committee • Geospatial One-Stop project • Department of the Interior Enterprise Geospatial Information Management • The National Map NSDI Partnership Office

National States Geographic Information Council The National States Geographic Information Council (NSGIC) is an organization committed to efficient and effective government through the prudent adoption of geospatial information technologies (GIT). NSGIC provides a unified voice on geographic information and technology issues, advocates State interests, and supports its membership in their statewide initiatives.

  7. Fifty States Initiative • sponsored by NSGIC and FGDC • created by state, federal, local government members • Identifies the criteria, characteristics and activities that will guide effective coordination councils in the future.

Fifty States Initiative Coordination Criteria Includes: • A full time paid coordinator – has authority to implement strategic plan • A clearly defined authority for statewide coordination of GIS • Coordination office has formal relationship with CIO • A champion (politician or executive) is involved in coordination process • Responsibilities for developing NSDI and State Clearinghouse are assigned • Ability to coordinate with local governments, academia and private sector • Sustainable funding exist to meet projected needs • Coordinator has authority to enter into contracts - receive / expend funding • Federal Government works through statewide coordinating authority Characteristics of effective coordination: • Council should have broad representation of GIS user community • Strategic Plan that implements the NSDI • Business and Marketing Plan that details development of Geospatial Information • Formal authorization establishing a council

Q: Why a NSDI Partnership Agreement ?A: We need the following • Bring State and Federal community together • Establish a framework for coordination • A focused strategy for collaboration • Development / Maintenance of Strategic Plan • State support for NSDI Future Directions • Support NSGIC / FGDC 50 States Initiative

  11. NATIONAL SPATIAL DATA INFRASTRUCTURE PARTNERSHIP AGREEMENT BETWEEN THE U.S. GEOLOGICAL SURVEY National Geospatial Programs Office AND THE STATE OF MONTANA

  12. Recognizes MLIAC as the state council with responsibilities to promote the coordination of programs, policies, technologies, and resources to maximize opportunities, minimize duplication of effort, and to facilitate the documentation, distribution, and exchange of land information.

Defines the state authority for coordination of geospatial information technologies as the State GIS Coordinator, Montana Department of Administration. • Defines the primary state authority for receiving and expending funds for geospatial related activities with the USGS as the Montana Department of Administration. • Defines the primary clearinghouse component for the state will be the Montana State Library, Natural Resource Information System (NRIS).

Provides assistance through the USGS Geospatial Liaison to Montana that will work with the state to develop, implement and maintain a long-term geographic information strategic (Montana GIS Strategic Plan) and business (Montana Land Information Plan) that details the development of a spatial data infrastructure to meet state, federal, tribal, and/or local needs and that mirrors the definition of the NSDI
