Other relevant EU Programmes • EISCAT_3D Preparatory Phase (2010-2014) • ENVRI – collaboration of all ESFRI environmental facilities, based on data standards and exchange (2011-2014) • COOPEUS – similar to ENVRI, but involving corresponding EU/US facilities (inc. EISCAT/AMISR) • TRANSMIT – “Initial Training Network” focused on mitigation of ionospheric threats. Aimed at researchers in first five years of career.

ESA SSA Programme • Objective is “to support Europe’s independent utilisation of, and access to, space through the provision of timely and accurate information, data and services regarding the space environment...” • Three strands: • Survey and tracking of objects in Earth orbit • Monitoring of space weather • Watching for near-Earth objects • Formally launched January 1st 2009 • Initial three-year programme • Now moving to operational implementation (2012-2019)

SSA PROGRAMME SEGMENTS • Space Surveillance and Tracking (SST) • Maintain catalogue of man-made objects in Earth Orbit • Detection, tracking, correlation and characterisation of all objects above a given size threshold for a given orbit region • Covers LEO, MEO and GEO • Prediction and warning of collisions and re-entry events • Detection of on-orbit explosions, collisions and manoeuvres • Space Weather (SWE) • Detection and forecasting of Space Weather and its effects • Monitoring of the sun, solar wind, magnetosphere, radiation belts, ionosphere and disturbances in the geomagnetic field • Provide SWE effect related services for designers, operators and users of spaceborne and ground based infrastructures • Statistical monitoring of micro particles of natural or human origin • Near Earth Objects (NEOs) • Solar system objects with orbits bringing them into close proximity with the Earth • Includes a few thousand Near Earth Asteroids, Near Earth Comets, solar orbiting spacecraft and larger meteoroids • Determination of the orbit state and physical parameters • Identification and ranking of NEO collision risk with the Earth Space Weather Workshop, April 26 - 29, 2011, Boulder, Colorado

UK Space Weather Strategy • Builds on significant official interest in space weather in UK (e.g. inclusion in NRR) • Attempts to bring together reseachers, operators and users, to facilitate co-operation • Aims to develop and maintain operational capabilities (data needs, infrastructure and computing requirements, user requirements) • Encourages development of improved technology for space weather mitigation • Promotes research aimed at improved understanding of space weather • Sets up a UK Space Weather Strategy Board to lead and co-ordinate the strategy delivery

Space Weather Theme Action Plan One possible result of the UK Space Weather discussions is a dedicated funding opportunity from NERC Would allow us to bring together a national (and international) reseachprogreamme around the themes of • Magnetospheric disturbances, and their impacts on technology • Upper atmosphere effects on radio technologies, thermosphere effects on satellites • Measures to improve mitigation and risk management Idea is to establish a five-year programme with support from other UK agencies and international partners (potentially including NSF, NOAA, NASA) Bidding for £8M Must demonstrate operational impact Decision expected next spring....

US/UK Space Weather Discussions • Space weather was a lead item in the joint statement on US-UK collaboration in Higher Education, Science and Innovation during the Prime Minister’s visit to Washington, March 2012 • Three US/UK workshops. Sponsored by FCO Science and Innovation Network, focusing on • Research (October 2011) • Infrastructure (April 2012) • Policy (June 2012)

  16. “Statistical distribution of height integrated energy exchange rates in the ionosphere” by Aikio, Cai and Nygen (JGR, in press) • Statistical study of EM energy dissipation • Highlighted important role of neutral wind in EM energy distribution • Found significant electric field and Joule heating equatorward of oval ina afternoon/evening sector (SAPS?) • Showed that neutral wind is major source of JH under quiet conditions at nearly all times • Height-dependent winds cause structuring in Joule heating rates • At 110-130km, wind acts as a load, reducing heating • At higher altitudes, winds tend to contribute towards Joule heating.
