  3. Challenges of E-governance in UP • Computerization seen more as a publicity tool, a fashion than for any real purpose. Hence no people’s support for it. • Mindset of Government employees (fear of losing extra income). • More efforts for G2G than G2C, leading to no perceptible benefits to common people. • Infrastructure, power, and communication problems. • Education, illiteracy Lokvani: An e-ffort to empower

Lokvani: Introduction • An internet based network of 35 public kiosks (Lokvani centre) at tehsil and block level. • Established by private entrepreneurs without any government expenditure. • Fixed charges of Rs5/- to Rs10/- for availing • All the information/services put on web. AVAILABLE FACILITIES • Availability of land records (Khataunis) on internet. • Online registration, disposal and monitoring of public grievances. • Information of various government schemes/prescribed government forms • List of different development works / Schemes / Expenditure / Beneficiaries etc. • On line status of arms license applications. • GPF Account details of basic Education Teachers. • Details of work done under MPLAD / Vidhayak Nidhi. • Allotment of funds to Gram Sabhas under different development schemes. • Allotment of Food grains to Kotedars (fair price shops). • Other useful information of public interest. • Online tender submission / monitoring. STRENGTHS OF LOKVANI • Easy availability of disposal reports to complaint. • Compulsion to come to District / Tehsil Head Quarter avoided. • Effective monitoring of all complaints / grievances. • 24X7 services. • Monitoring of performance of district level officers is possible by senior officers at state headquarter. • Complete transparency in all works / schemes / beneficiaries / selection / expenditure etc. Lokvani: An e-ffort to empower

Achievements • More than 16,000 complaints registered and 12000 disposed off in just 5 months. • First successful E-Governance project in Uttar Pradesh • First District in country to provide On line Land records on Internet in Hindi. • Successful implementation of project in spite of heavy power shortage (6 to 7 hours electricity availability) • Replication of Lokvani is underway in entire state. • Already been implemented in Hardoi and Unnao district Lokvani: An e-ffort to empower

  11. DIFFICULTIES • Mindset of government functionaries. • Lack of satisfaction of meeting personally with the officer. • Enclosures cannot be attached with application. • Possibility of fake complaints. Lokvani: An e-ffort to empower

How we did it • Studies of Similar initiatives in Dhar(M.P) and Jhalawar (Rajasthan). • Plugging the loopholes and designing a new system in consultation with all District level officers. • Establishment of a registered society “LOKVANI, SITAPUR” at district level. • Registration, training and agreement with already running computer centers/ cyber cafes in the district on a fixed fee (Rs. 1000) • Weekly monitoring of performance. • Continuous updating of contents/addition of new features.   13. FUTURE PLANS • Home Delivery of “Nakal Khatauni” via courier services. • Installation of touch screen Kiosk. • Introduction of IVRS Facility in ‘Lokvani’ • Online ‘Court Judgments and cause List ’ on Lokvani. Lokvani: An e-ffort to empower
